9-1-1 Emergency Communications Center
- The dispatchers triage calls and handle the most urgent calls first. Non-emergency calls are handled in the order they are received. Some reports can be entered by you online. Use this link to see what types of reports can be done using our Online Police Report System.
- Our 9-1-1 system can give us a general proximity to the caller. We can also use "What3Words" to aid in locating a caller. The caller can have the app on their cell phone or the dispatcher can send them a "findme" link.
- Always know your location. This is the first thing the responders need to know to come help you.
- Any situation that can be harmful to a person, has a potential for being harmful to a person, or in-progress crimes.
- Emergency Medical Dispatch. The dispatchers are certified by the National Institute of Emergency Medical Dispatch and trained to use protocols during all medical incidents. They will follow a sequence of questions and be prepared to give the caller pre-arrival instructions. This can include giving CPR over the phone or helping deliver a baby.
The dispatcher uses a system called the 6-W Rule. They will ask for "who, what, when, where, weapons, and why." These questions are not asked in a specific order but the dispatcher will always ask where the emergency is first.
- When you have a police, fire, or medical emergency.
- Emergency dispatchers triage calls as they are received and prioritize based on the level of the emergency. Calling 9-1-1 for a non-emergency may take the emergency dispatcher away from a true emergency.
- The dispatcher is trained to triage all calls and provide pertinent details to responders. These details may determine who should respond and how many responders need to be dispatched. It can also help identify what equipment is needed by the responder.

Animal Emergencies
An on-call animal service officer is available to respond to animal related emergencies during the hours that officers are not on duty. Animal related emergencies are incidents or situations in which public health or safety is in imminent danger. These include an animal bite to a person, an aggressive animal running loose, a seriously injured or sick stray animal, an animal displaying symptoms of rabies, and loose livestock.
To report an after hours animal related emergency, call the Lewisville Police Department non-emergency number at 972.219.3640. They will notify the on-call Animal Services Officer.
- Texas Department of Health regulations and City ordinances require that animal bites to a person be reported to animal control within 24 hours of their occurrence. To report a bite incident which occurs within the city limits of Lewisville, contact Lewisville Animal Services at 972.219.3478 during regular business hours. To report after hours bites incidents, contact the on-call animal service officer through the Lewisville police non-emergency number at 972.219.3640.
- To report an animal noise nuisance such as an unreasonable disturbance being caused by the frequent or prolonged barking of a nearby dog, call Animal Services at 972.219.3478 during regular business hours. A staff member will be happy to record your complaint which will be handled by an Animal Services Officer.
Your complaint will be assigned to an Animal Services Officer who will contact you to verify the facts and circumstances if requested. The officer will contact the owner of the animal causing the disturbance and issue a warning notice.
Animal Services cannot issue citations where no violation is observed. If you wish to file a complaint for an ongoing issue, where Animal Services has not identified any violation, a complaint may be filed with the Lewisville Police Department. After Animal Services receives an animal bite report, an Animal Services Officer will contact both the victim of the bite (or parent if the victim is a minor) and the owner of the animal involved to determine the circumstances of the bite and arrange proper quarantine.
According to Texas state law and City ordinance, any dog, cat, or ferret causing a bite or scratch that breaks the skin, must be placed into quarantine for 10 days (240 hours) from the date/time of the bite, where it is to be monitored to determine if it could have transmitted rabies at the time the bite incident occurred. If the dog, cat, or ferret was currently vaccinated against rabies at the time of the bite incident, as indicated by a valid rabies certificate issued by a licensed veterinarian, and it was not stray at the time of the incident, quarantine at the owner’s home may be considered. Dogs living in apartments may not be approved for home quarantine, however. Otherwise, the dog, cat, or ferret will need to be placed into quarantine at the City animal shelter or a local veterinary clinic, or humanely euthanized and processed for rabies testing. Home Quarantines have specific requirements and must be approved by an Animal Services Supervisor.
Animals other than dogs, cats, or ferrets involved in a bite incident are subject to a 30 day or more quarantine period, depending on certain requirements, or must be euthanized and processed for rabies testing.

Independent inspectors can be hired to do these types of troubleshooting inspections.- No, you should never apply for a building permit for your contractor. When a contractor applies for a building permit, their state licenses and insurance are verified by the City through the Contractor Registration process. Additionally, by accepting the permit, the contractor is agreeing to do the work according to code. If you apply for and accept the permit, you may be held liable for correcting any work that fails to meet code standards.
- Accepted forms of payment include MasterCard and Visa for all online payments less than $1,000. For permit fees that exceed $1,000, ACH or electronic funds transfers are accepted. Cash and check payments are accepted in-person at the Permitting counter.
- The purpose of a building permit is to ensure that construction projects comply with all zoning, fire, and building code requirements as adopted by the City of Lewisville. Building permits are reviewed by City staff and projects are inspected by City building inspectors for compliance. Building permits must be issued and all plans approved before any construction can begin.
What should I do if a door-to-door salesperson, solicitor, peddler, or itinerant merchant does not have a permit?
Please contact the Lewisville Police Department's non-emergency line at 972.219.3640 to notify the city that a door-to-door salesperson, itinerant merchant, solicitor, or peddler is operating without a permit.
- A building permit is important for many reasons. Most importantly, it protects you and your family by ensuring the work was performed in accordance with building and safety standards. Similarly, it protects the value of your investment. This is important when seeking homeowner’s insurance or selling your home. Lastly, it helps protect you as a consumer when hiring a contractor. Contractors must be registered with the City to pull a permit, which means they must submit and maintain all applicable licenses and insurance.
Castle Hills Golf Carts
Are golf carts required to have safety equipment such as headlights, taillights, turn signals, and seatbelts?
That equipment is not required for golf carts.- Yes, because golf carts are included in the state’s definition of a motor vehicle. When on a public street, the driver of a golf cart must obey all traffic laws including stop or yield signs, speed limits, and other posted warnings. They must pull to the side of the road to yield to emergency vehicles, and are required to signal turns either with blinker signals or hand signals.
- Yes, so long as he or she is accompanied in the front seat by a licensed driver who is at least 21 years old. This is the same as for the operation of any motor vehicle on a public street.
- No. City ordinances prohibit operating motor vehicles in sidewalks and walking paths. Citations could be issued if a police officer witnesses a violation.
- No. In fact, TC 601.052 specifically exempts golf carts from vehicle insurance requirements.
Is Castle Hills covered by the state law allowing the use of golf carts on streets in a Planned Development with a golf course?
Yes, the provision of Texas law (TC 551.403) that allows the use of golf carts on streets in a Planned Development does apply to Castle Hills. However, that use is subject to other provisions of the Texas Transportation Code as detailed above. The law for a Planned Development does not exempt golf cart operators within that development from adhering to other state laws.- Under certain circumstances. TC 551.403 permits golf carts to be driven on a public highway for which the posted speed limit is not more than 35 miles per hour, and “during the daytime.” Note that this provision of state law does not permit driving a golf cart on public streets at night.
- The child and/or parents are subject to receiving a citation even if the parents did not know the child was operating the golf cart on a public street. This also is true if an unlicensed child were to operate any other type of motorized vehicle without parental consent or knowledge. In both instances, parents may be subject to civil and criminal penalties.
- Two provisions in the Texas Transportation Code (TC 502.001 and TC 551.401) establish golf carts as motor vehicles. The full definition of a motor vehicle under state law includes cars, trucks, motorcycles, golf carts, and neighborhood electric vehicles.
- A citation for operating a motor vehicle (including a golf cart) on a public street without a valid driver’s license can result in a fine set by Texas law (TC 521.025) as an amount of not more than $200 for the first and second offenses, and not more than $500 for a third offense within one year of the second offense.
- Many residents have expressed concerns about children driving golf carts in an unsafe manner. In addition, Lewisville police officers have witnessed unsafe golf cart driving by juveniles, who often are unfamiliar with basic rules of the road and driver courtesy. The intent is to enforce existing state laws now to avert possible future tragedies.
- TC 551.402 was adopted by the Texas Legislature in 2019 and requires that golf carts driven on a public street have a state-issued license plate.
- TC 521.021 requires that anyone operating a motor vehicle on a public street must have a valid driver’s license. Because the two Transportation Code sections described above include golf carts in the definition of a motor vehicle, the driver’s license requirement does apply to golf carts on public streets.

Citation Options
There are three ways you could keep a citation off your record:
Option 1 - You can enter a plea of Not Guilty and request a trial by Judge or a trial by Jury. If you are found not guilty, the case will not show up on your driving record.
Option 2 - On certain violations you can request Deferred Disposition. If the Judge grants this, you will be placed on probation for up to 180 days and during this probation period, you must pay the deferral costs and comply with all the terms the judge placed on your probation. If you do successfully complete your deferral on time, your case will be dismissed and no conviction will be reported on your driving record. To get further information about deferred disposition and to make your online request for deferred disposition, visit lewisvillecourt.com/resolve-citation/request-deferred-disposition.
Option 3 - On certain moving violations, you can request to take the Driver's Safety Course option. You must make your request on or before the appearance date indicated on your citation. Do not take a driving safety course without first obtaining permission from the Court.

Code Enforcement
- Lewisville’s code enforcement and building inspections programs is geared toward voluntary compliance. In other words, every reasonable effort is made to correct a violation before a citation is issued. The first contact is almost always a notification letter or door-hanger to let a property owner know about an existing violation, set a reasonable timeline for compliance, and give contact information in case the owner disagrees with or does not understand the notice. Revenue received from code citations falls far short of paying for the code officers and building inspectors, and there is no quota set for number of citations issued or amount of citation money collected.
- Code officers and building inspectors are expected to treat all property owners in the same professional and consistent manner. Notification letters are given to residents and businesses in all parts of the city – including city employees and elected officials when violations were identified. Older areas of the city present greater challenges because of “grandfathering” situations related to older structures and land use or zoning, but all violations are treated equally by code officers.
Code officers only work 8 a.m.-5 p.m., Monday-Friday, so violations are fair game on evenings and weekends.
While it is uncommon for code officers and building inspectors to work after sundown because violations are difficult to spot in the dark, they do regularly work evening hours and there is at least one code officer on duty every weekend. In fact, Saturday can be a very busy day for roadside sign violations, construction work without a permit, and other issues.Every complaint received by the city is personally investigated by a code officer or building inspector. That might be as simple as driving past a location to view the site, or it might involve contacting the owner of the property where a violation is thought to exist. A record is kept of all complaints received, and the outcome of the investigation, in order to ensure that no complaints are overlooked.
- While this statement is false, it is fair to say that sometimes a person might not see any results from a complaint that is filed. There can be a variety of reasons for that. If a violation is identified, the property owner is given a reasonable amount of time to correct it; this can take a week or longer, depending up on the corrective measures needed, but is an important element of Lewisville’s emphasis on voluntary compliance. In some cases, a complaint turns out not to be an actual violation of code, either because it is allowed under current rules or because it was allowed under code in place when the structure was built. This latter example is called “legal non-conforming” and means a specific situation is “grandfathered” and can remain in violation of current code until certain criteria are met such as a site remodel, reconstruction or vacancy of six months or longer.
Compliance Dismissal
- If sufficient proof of a valid insurance policy on the date and time of your citation being issued is provided to the court before your appearance date listed on the citation, and after verification from the insurance company, the violation may be dismissed. All insurance documents will be verified for validity on the day and time of the alleged violation.
If your case is not granted a compliance dismissal, the regular fine will be due in the amount of $306 for first time offenders, and $446 for subsequent convictions. - If you received a citation for expired driver's license, you must appear at the Municipal Court on or before the appearance date listed on your citation. You may present proof of correction of the defect, pay an administrative fine of $20 and the citation may be dismissed.
If your case is not granted a compliance dismissal, the regular fine will be due in the amount of $156. - If you received a citation for an vehicle expired registration, you must appear at the Municipal Court on or before the appearance date listed on your citation. You may present proof of correction of the defect, pay an administrative fine of $20 and the citation may be dismissed.
Note: The expired registration proof of renewal must include a 20% penalty paid to the Department of Motor Vehicles when the registration was renewed. If the penalty is not paid, the court cannot dismiss the citation.
If your case is not granted a compliance dismissal, the regular fine will be due in the amount of $131.
Contest my Citation
- If you have never been found guilty by the Judge on your case, you have the right to enter a plea of Not Guilty and contest the charge that has been filed against you. To enter your plea of Not Guilty, you will simply make your appearance before the judge at your scheduled initial appearance.
Once your plea of Not Guilty has been accepted by the Judge you will be set up to attend a mandatory pre-trial hearing. The pre-trial hearing is for the city prosecutor and the defendant to have an opportunity to discuss available options to resolve the case. If the case is unresolved after the pre-trial hearing, you will have the option to set your case for Jury Trial or Bench Trial (before the judge). Once your selection is made, a future trial date will be given to you.
If you have missed your initial appearance date and your case has went into Warrant Status and you want to enter a plea of Not Guilty, you will be required to post a bond for your citation before the warrant will be removed and a court date assigned. (See Bond Section for details on Bonds).

Economic Development
- The City of Lewisville has been actively facilitating discussions between current property owners and potential developers interested in redeveloping the Vista Mall property, in alignment with the Lewisville 2025 Vision Plan and the Southern Gateway Development Plan. In the 2024 Bond Election, voters approved $32,228,582 for the Vista Mall public street infrastructure project. The redevelopment plans envision creating a true mixed-use destination, featuring multifamily housing, office spaces, retail, entertainment, and more. Next steps include negotiating with the owners on the final master plan, drafting a planned development ordinance to solidify the mix of uses on the property, and establishing a development agreement with the owners and development partners to ensure sufficient investment and strong partnerships between all parties involved. - The City has submitted lake redevelopment plans to the U.S. Army Corp of Engineers for approval. The proposed plans include development of a hotel.

- Due to the presence of the Dallas-Fort Worth Airport, City management adopted an aggressive approach to developing the industrial base in Lewisville during the 1970s. As a result, much of the land in the City was zoned for light industrial use.The City cannot unilaterally rezone all light industrial property. According to the CoStar Group in 2024, Lewisville as an industrial node is well balanced. In comparison to 17 other surrounding cities, Lewisville ranked squarely in the middle, No. 9, both for total square footage and percentage of total land area used for industrial. Lewisville has a very low industrial vacancy rate. In Q1 of 2024, the occupancy rate was 97%. The CoStar Group trends show that occupancy rates are anticipated to stay at or above 95% over the coming years.
- Multifamily development has increased dramatically since the pandemic, in the DFW Metro, as well as all over the United States. In Lewisville specifically, the boom is due to population growth, migration trends, a business-friendly environment, relative affordability housing compared to other markets, and levels of rent growth forecasted. The first step in developing the quality of life that the residents of Lewisville deserve, we need a robust population that can make sure the businesses, restaurants and retail can thrive. The City relies on adopted Long Range Plans to determine suitable locations for multifamly development. Use this link for more information about Lewisville's Long Range plans.
Economic Incentives
- The City of Lewisville is required to file all Chapter 380 of the Texas Local Government Code agreements and Chapter 312 of the Tax Code agreements with the Texas Comptrollers Office. Use this link to search the database. For all other agreements, you may fill out an open records request. Use this link to access the Public Records Portal.
- Through the application process, the Economic Development Department will assess the necessity of economic development incentives, the anticipated return on investment, and the project’s alignment with our community goals. Depending on the incentives requested, the project may undergo a review by a third-party underwriter to evaluate feasibility and conduct a gap analysis.
- In the review process of a potential project, the Economic Development Department will consider the following: does the project align with the City's development vision, the capacity of the project development team, jobs created, project readiness, project feasibility, and the need for City economic development incentives.
- The Economic Development department offers a variety of incentives, including tax abatements, development fee waivers or reductions, and Chapter 380 agreements under the Texas Local Government Code (for example: reimbursements for sales tax, business personal property taxes, and real property taxes). Additional incentives include neighborhood empowerment zones, Texas Enterprise Zones, and freeport designation.
Several grant opportunities are also available, such as funding for backfilling vacant buildings, supporting destination retailers and restaurants, facade improvements, grease trap installations, and speculative projects. To further support affordable housing, the City has established a Public Facility Corporation dedicated to creating and preserving affordable housing. A copy of the Economic Development policy can be found here on our website. What happens if a business does not meet the commitments that it makes related to an economic incentive from the City?
If a business fails to fulfill the commitments outlined in the executed economic development agreement, the terms of the agreement will govern the outcome. Typically, agreements are structured in one of two ways, subject to notice and a cure period: either the business forfeits incentives for the year in which it did not meet the requirements—without impacting its eligibility for incentives in subsequent years—or the agreement will terminate, rendering the business ineligible for further incentives.- When a potential project seeks incentives from the city, the applicant will complete the City of Lewisville Incentive Application. This application is designed to gather detailed information about the firm and the proposed project, allowing us to assess the necessity of economic development incentives, the anticipated return on investment, and the project’s alignment with our community goals. Depending on the incentives requested, the project may undergo a review by a third-party underwriter to evaluate feasibility and conduct a gap analysis.
If the department and the applicant reach an agreement on the proposed incentives, the department will brief the City Council in executive session to receive direction. Following the Council's guidance, the department will issue an offer letter to the applicant. Should the applicant agree to the terms outlined in the offer letter, the department will work with the City Attorney's Office to draft the necessary agreement(s). Once the applicant has signed the economic development agreement and submitted Form 1295 (conflict of interest), the department will place the agreement on the City Council agenda for consideration.

General Recycling FAQ
- All containers should be empty, clean, and dry before recycling. They don't need to be perfect, but if there is food residue, give it a quick rinse! This reduces contamination (recyclable items that become no longer recyclable), which increases the value of the items to be recycled.
How do I properly dispose of Household Hazardous Waste materials, such as paints, cleaners, pesticides and chemicals?
The City holds monthly drop-off collection events for Household Hazardous Waste and electronics products at the Residential Convenience Center, 330 Jones Street. Only Lewisville residents are eligible to participate, and residents must present their valid driver's license with Lewisville address to gain access. There are metal recyclers in Lewisville that accept drop offs. They can be found on our recycling page under the "recycling resources" tab.
Because of laws regulating Freon, Republic Services will not pick up your refrigerator unless it has been tagged “freon removed” by a certified technician. Appliance repair shops offer this service. You will have to check the Yellow Pages or Google to find a certified appliance technician to do the Freon removal. Once the freon has been properly removed and the refrigerator tagged, Republic Services will pick it up as bulk waste. But remember -- it is better to recycle appliances than to send them to the landfill.
- Per TCEQ guidance, needles and sharps should be disposed of in a hard plastic or metal container with a tightly secured lid. The container should be labeled "Syringes," "Sharps," or "Needles." When the container is full, seal and reinforce lid with heavy-duty tape. Dispose of sealed container in household trash.
City recycling drop-off sites can be used by residents and small businesses to recycle various materials if they have more to recycle more than will fit in their carts (i.e. items that are too large for your curbside recycling cart or large amounts of cardboard). All of the materials accepted in curbside recycling carts can also be put into the drop-off recycling dumpsters.

Hazard Mitigation
- Hazard mitigation planning reduces loss of life and property by minimizing the impact of disasters. It begins with local, tribal, and state governments identifying natural disaster risks and vulnerabilities that are common in their area. After identifying these risks, they develop long-term strategies for protecting people and property from similar events. Mitigation plans are key to breaking the cycle of disaster damage and reconstruction. Use this link to view the Denton County Hazard Mitigation Plan. (PDF)

Jury Service
Yes. The Texas Supreme Court has rules to assist you in your conduct as a Juror which will be given to you by the Judge.
How Is A Juror Selected For A Particular Case?
Cases will be heard by juries of 6 jurors. A larger group, called a panel, will be sent to the trial court (courtroom) where the jurors will be questioned under the supervision of the Judge.
A juror may be excused from the panel if it is shown that the juror cannot act impartially concerning the case to be heard. In addition, each side is allowed to remove a given number of jurors from the panel without having to show any reason. The trial jury will be the first 6 of the remaining jurors on the panel.- Visit lewisvillecourt/juryregistration to register for your jury service.
- A court session begins when the court officer raps for order. Everyone in the court rises. The Judge takes his or her place on the bench, and the court officer announces the opening of court. A similar procedure is used when court adjourns. Common courtesy and politeness are safe guides as to the way jurors should act. Of course, you will not be permitted to read newspapers or magazines in the courtroom, nor should you carry on a conversation with another juror in the courtroom during the trial.
You will be treated with consideration and your comfort and convenience will be served whenever possible. If there is an emergency or a matter affecting your service, you should bring it to the attention of the Judge. In the event of a personal emergency, notify the Judge through any court personnel, or may ask to see the Judge privately.
You must give close attention to the testimony. You are sworn to disregard your prejudices and follow the Court’s instructions by rendering a verdict according to your best judgment. You should keep an open mind. Human experience shows that, once a person comes to a preliminary conclusion to a set of facts, they hesitate to change their view.
Similarly, jurors should not discuss the case even among themselves until it is finally concluded. Therefore, it is wise for you not even to attempt to make up your mind on the facts of a case until all the evidence has been presented to you, and you have been instructed on the law applicable to the case. Also keep in mind that proper clothing is required. All persons entering the courtroom should be dressed in clothing reasonably befitting the dignity and solemnity of the courtroom proceedings (e.g., hats, shorts, tank tops, or T-shirts are not permitted). - You were selected at random from a list of voter registrations and a list of driver registrations from the county in which you live.
- Your employer is not required to pay you while on jury duty. However, employers are prohibited by law from firing an employee for serving as a Juror. An employee whose employment is terminated in violation of this section is entitled to return to the same employment that was held when summoned for jury service if the employee, as soon as practical after release from jury service, gives the employer actual notice that the employee intends to return. (Civil Practice and Remedies Code, section 122.001).
- There are two basic types of cases, criminal and civil (including family cases).
Criminal Cases:
A criminal case results when a person is accused of committing a crime. You, as a Juror, must decide whether the person charged is guilty or not. The accused person is presumed innocent, and the State, represented by the city prosecutor, must prove the defendant is guilty "beyond a reasonable doubt."
Civil Cases:
A civil case results from a disagreement or dispute between two or more private parties. In a civil case, you, as a juror, must answer questions of disputed facts based upon the testimony and evidence admitted by the Judge. The answers to these questions are called the verdict. Note: Municipal Court does not hear civil cases. - After you have been selected as a juror on a trial panel, if you have a special need or an emergency, tell the bailiff.
- As a juror, you must be fair and impartial. Your actions and decisions must also be free of any bias or prejudice because your actions and decisions are the foundation of our judicial system.
- It is a way for the parties to select a fair and impartial jury. Under the justice system, you may be questioned by each of the lawyers before they decide to remove a certain number of jurors from the jury panel.
For example, the lawyer may ask you questions to see if you are connected to the trial or if you have any prejudice or bias toward anyone in the trial. These questions are not intended to embarrass you, but rather to help the lawyers in the jury selection process. You may ask the judge to allow you to answer some questions away from the other jurors. - You are entitled to be excused as a juror if you:
- are over 70 years of age;
- have legal custody of a child under 12 years of age and jury service would leave the child unsupervised;
- are a student in class;
- are the caretaker of a person who is unable to care for themselves (an invalid); or
- can show a physical or mental impairment or an inability to comprehend or to communicate in English.
There is a penalty for jurors failing to respond to a summons. A juror may be fined up to $100 if he: 1) fails to attend court in disobedience to the notice without reasonable excuse; or 2) files a false claim of exemption from jury service.
- Any person charged with a criminal offense or any party to a civil case has a right to a jury trial. All parties are equal before the law and each is entitled to the same fair treatment.
- Jurors must be:
- a citizen of the United States.
- a resident of the City of Lewisville.
- at least 18 years of age.
- able to read and write the English language.
- of sound mind.
- have been convicted of a felony or of any type of theft offense (unless your rights have been restored);
- are now on probation or deferred adjudication for a felony or for any type of theft; or
- are now under indictment for a felony or are now under criminal charges for any type of theft.
- If you are in doubt, or think you may not be qualified to serve on a jury for one of the above or any other reasons, please notify the Judge.
- The United States Constitution and the Texas Constitution guarantee all people the right to trial by an impartial jury of their peers, regardless of race, religion, sex, national origin or economic status.
- Yes. If you are selected to serve on the jury, you will be paid $10.00 for each day you actually serve. The Lewisville Teen Court solicits donations for their annual scholarship fund and you may, but are not obligated to, contribute your juror fee to this fund. For more information, please ask the bailiff or other court personnel.

Landfills
- DFW Landfill is not owned by the City of Lewisville, but by Waste Management of Texas. The landfill is operating at a very low level and will continue until final closure, which is not currently known but in the near future. Type I landfills such as this one typically require a 30-year post-closure care period in which the site is monitored and maintained. Contract language from the agreement between the City of Lewisville and Waste Management dated December 15, 2003, stipulates that the landfill shall upon closure, develop completed excavation areas to a park-like setting reasonably acceptable to the city, and commensurate with a park adjacent to a landfill, with a hike-and-bike trail, fountain, and landscaping. With Waste Management’s approval, the city shall be allowed to use the DFW Landfill property upon completion of final post-closure responsibilities and the excavation areas upon conclusion of the excavation activity.
Legislative Agenda
- The City contracts with a registered lobbyist to serve as a legislative consultant to the City Council and to guide staff through the often-complex process of tracking legislation and making contact with elected and appointed state officials. Details, including a copy of the consulting agreement, can be found on the Registered Lobbyist page.
- As one of the 30 largest cities in Texas, with more than 135,000 residents, Lewisville maintains an active voice with the Texas Legislature and state regulatory agencies. Much of this comes through regular engagement with the elected legislators who represent portions of Lewisville in the Texas House and Texas Senate.
This includes providing input about bills that will impact city government so the local legislators understand the expected impact on Lewisville; voicing our support of or opposition to pending legislation; and occasionally seeking passage of a bill drafted on Lewisville’s behalf to address an identified need in our community. - The City Council adopts a Legislative Agenda prior to each legislative session that sets out Lewisville's position on a wide range of topics. The common theme is Lewisville’s strong belief that cities are the level of government most connected to, and thus most accountable to, the people they serve; as a result, the state should recognize and preserve local authority and support cities in their mission of providing quality local services to all Texans.

The length of any calls will typically be less than two minutes.
- Yes. Be sure you’ve entered the cell phone number in which you’d like to receive texts thru your log-in at the opt-in website.
- All publicly available, listed landline phones residing within Lewisville city limits are already included in the system. This information is obtained from commercial databases. However, all cellular phones are
NOT automatically included. You must self-register your cellular phone numbers. - You can edit quiet time settings for all alerts excluding Tornado Warnings. To change the quiet time settings you will need to login to your Citizen Alert account.
1) From the homepage, look at the "My Alert Subscriptions" and use the "Edit" link.
2) On the next page expand the "Weather and Hazard Alerts" section and the quiet time settings will be available.
- Lewisville Citizen Alert is powered by Everbridge®, a web-based application that integrates mapping technology with contact databases, in order to provide recorded or computerized text-to-speech
notifications, and/or written text or email notifications to people in precisely targeted geographic areas. In essence, to issue an emergency notification, trained emergency officials can: (1) draw a call-out area on a map, (2) record an emergency message, and then (3) launch the alert. The system also has the ability to alert groups of contacts based on their “opt-in” interests or record type. - The Lewisville Citizen Alert system can send alerts to TTY/TDD devices. Those persons utilizing these devices are required to register the phone number associated with their TTY/tdd device via our opt-in portal.
- Yes, just log into your account thru the opt-in website portal and update. There is no limit to the number of times you can change your information, and in fact, we urge you to do so as often as necessary in order to keep your information current.
I don’t have a landline telephone. Can I still receive Lewisville Citizen Alert emergency notifications?
Yes, but you must self-register using an online opt-in website or by completing a hard-copy registration form (available from the Lewisville Office of Emergency Management). If at all possible, please try to use
the opt-in website first; it’s much easier this way.I don’t live in Lewisville, but I work there… Can I sign up to receive emergency notifications for incidents happening in that area?
Yes. Thru the opt-in website, you can add multiple locations within the City of Lewisville to “watch”.- Yes. Log into your account and delete the information as desired. You may also contact Lewisville OEM at 972.219.5089 to have your information removed.
- If an answering machine picks up the call, the emergency message may be left on the machine. If your phone line is “busy”, the system may attempt a redial depending on call settings established by the
operator during the launch process. This said, system limitations in many cases may prohibit a message being left on the machine. So bottom-line, there may or may not be a message left on your answering
machine but a local number will always be provided on caller ID, to which you can follow up for information if desired. - Hard-copy registration forms can also be requested for mailing/emailing by contacting the City of Lewisville Office of Emergency Management at 972.219.5089 or EmergencyManagement@cityoflewisville.com.
If I already registered my cellular phone through the old DeltAlert system, do I have to re-register?
No. All previous registrations with our old system (DeltAlert) are already included. However, it may be wise to re-register through the new Lewisville Citizen Alert opt-in website just in case – to make sure that
we have your most up-to-date information. The Lewisville Citizen Alert emergency notification system is used in conjunction with other methods of distributing emergency warning and alerts, such as:
- Coordination with local media outlets
- The Outdoor Warning System (sirens)
- A social media presence
- Thru coordination with the National Weather Service, emergency broadcasts via Emergency Broadcast System tv overrides and All-Hazards Weather Radios
should NEVER be viewed as your only means of emergency notification. It is always important to pay attention to your surroundings by monitoring local radio, television, web or official social media sources, or
use tools such as an All-Hazards NOAA Weather Radio.- The Lewisville Citizen Alert emergency notification system is able to rapidly contact thousands of residents via home telephone number, cellular telephone number, business telephone number, email address, text messaging, and TDD/TTY, all thru one launch procedure. However, as with any single warning system there are limitations. While Lewisville Citizen Alerts utilizes state-of-the-art technology, larger notifications may require the system to limit the number of concurrent calls in order to prevent a taxing of phone switch capacity. Though this should not incur a tremendously lengthy delay, it is still possible that the notification will not reach everyone at the same time. In addition, just because a phone call is made…it doesn’t mean that someone answers. And it is always important to remember that technology can fail! Be sure you have a back up method of receiving important warning information.
- Like most websites requiring login credentials, the opt-in portal includes a “Forgot my Password” option.
- Unlisted landline phone numbers are not included in the system. You must opt-in to receive notifications from the Lewisville Citizen Alert system on your unlisted number.
- Lewisville Citizen Alert is an emergency notification system that may be used to deliver alerts when there is a threat to the health or safety of residents. Lewisville Citizen Alert will be used by City of Lewisville
emergency officials to deliver incident-specific information or potentially life-saving instruction. This system may also be used to deliver important public safety and community alert information to Lewisville residents and businesses, such as important law enforcement information or notices of significant road closures. - The primary intent of the emergency notification system is to provide potentially life-saving information on severe weather, evacuation notices, hazardous materials incidents, public health alerts (such as boil water notices, biting animal alerts, infectious disease outbreak, etc.), and any other threat to the health or safety of residents. However, the system may also be used to distribute other important information such as AMBER, Blue and Silver alerts, missing persons bulletins, other important law enforcement information, utility outages or information on significant public works projects or road closures.
- The opt-in website can be accessed directly online at member.everbridge.net. Registration can also be done on the City's website on the Emergency Notification System page.
- Lewisville Citizen Alert enables the operator sending the alert to specify the number that appears on Caller ID. In all cases the number will appear as 972-219-XXXX with XXXX being a variable number depending on the desire of the operator launching the notification.
- Lewisville Citizen Alert utilizes commercially available phone data as a core source of contact information, the same phone information you’d find in the “White Pages” or “Yellow Pages”. The system also includes City utility billing customer information, such as the contact information associated with your water bill. In addition, residents and business owners are also asked to provide contact information for their mobile device by registering for an account at the opt-in website. Citizens that have opted to register as part of the State of Texas Emergency Assistance Registry (STEAR) are also included in the database.
- The Office of Emergency Management administers the system, and will coordinate with City officials during the need for an alert to be activated. OEM may also consult with City leadership and train other personnel on the system activation process. Currently, Police & Fire Dispatch personnel are trained to send alerts and may occasionally do so if/when needed. Weather alerts are automatically distributed to subscribers immediately upon the National Weather Service (NWS) issuing the official Watch, Warning, and Advisory (WWA) products.
- The current vendor for Lewisville Citizen Alert is Everbridge®, a leading emergency notification system provider.
- No. The City of Lewisville respects your privacy. The system will only be used for emergency notifications, or other important community notifications. Also, notifications are typically targeted to the specific
geographic areas that are affected or potentially impacted by the situation. - No. Opt-in registrations are part of a database that is unique from, and in addition to, the automatically included landline telephone database.

Lost and Found Pets
Yes. All animals (except small pets such as birds or hamsters) are scanned to detect microchip identification which may have been implanted. A microchip is a tiny computer chip which has a unique identification number programmed into it and is encapsulated within a biocompatible material. It is about the size of a grain of rice and can be injected under the skin of your pet by a veterinarian or at the shelter for a nominal fee. For more information about microchip identification, please contact the shelter. All identifying information associated with a detected microchip is thoroughly investigated and all those associated with said information are contacted.
To submit a lost/found report, access the online form for either reporting your missing pet, or reporting that you've found a pet. Please be prepared to upload a picture of the pet.
Animals that have been reported lost by their owners are listed in the lost animal sections depending on their species by using the green buttons above. Stray animals that are currently at the shelter or animals that have been reported found are listed under the found animal section depending on their species. For each animal record it will say "Animal in Custody" meaning the animal is at the shelter, otherwise it will say the animal was found in a city meaning that the finder is holding onto it and therefore is not at the shelter.
If your pet is picked up by an animal services officer, it will be taken to the Gene Carey Animal Shelter and Adoption Center located at 995 E. Valley Ridge. To reclaim an animal from the shelter:
- Please call the animal shelter at 972.219.3478 to confirm the hours it will be open.
- You must be at least 18 years of age.
- You must present a valid ID which verifies your identity and date of birth.
- To expedite the process, you may email a photo of your ID and the pet's current rabies vaccination certificate to lewisvillepets@gmail.com
- You must pay the applicable redemption fees and charges prescribed by City ordinance. Fees and charges range from $10 on up, depending on the rabies vaccination status of the animal, city registration, status of the animal, how many times the animal has been impounded, and how long the animal is housed at the animal shelter.
The stray and protective custody hold for all animals is 5 calendar days. If no contact is made with the shelter team to secure different arrangements, animals become property of the City of Lewisville. Animals will be evaluated for adoption, and may be transferred to a placement partner organization, made available for adoption, or humanely euthanized.
- If you can approach the pet safely, check for an ID tag, contact the owner, and help reunite the pet with its family. If the pet is not wearing an ID tag, take the animal to a veterinary clinic or bring them to Lewisville Animal Services to check for a microchip.

- Q: My father-in-law was recently pulled over by police in another Texas town for speeding. After stopping his vehicle, he began rummaging around in his glove compartment to fetch his proof of insurance. This made the police officer uneasy, so he approached my father-in-law's vehicle with his weapon drawn ordering him to get out of the car with his hands up. It ended well, but my father-in-law was really shaken up. I, too, keep my proof of insurance in my glove compartment. What is the safest way for a driver to retrieve their proof of insurance from their glove compartment without spooking the officer?
A: My suggestion is to wait to try to retrieve it until the officer has made contact with you. Tell the officer that the document is in the glove compartment and ask if it is okay to reach for it. Also, if you happen to be a weapon carrier, always tell the officer if you have a weapon and where it is located. I'm glad it all worked out alright. Maybe he got a warning.

- The City of Lewisville Outdoor Warning System (Sirens) is designed to be heard by people that are outdoors, indicating they should take immediate shelter precautions. While the system may be heard in certain indoor locations, there is no guarantee the sirens will be heard. The Outdoor Warning System (Sirens) is only one component of the overall warning system and should NEVER be viewed as your only means of emergency notification. It is always important to pay attention to your surroundings by monitoring local radio, television, web, or official social media sources, or use tools such as an all-hazards NOAA Weather Radio.
Outdoor Watering Restrictions
- According to a 2004 study conducted in Colorado through the American Water Resources Association, mandatory outdoor watering restrictions are highly effective in reducing water use. That study showed water-use reductions of 18 to 56 percent during mandatory restrictions, compared to just 4 to 12 percent under voluntary measures. As one might expect, the cities with the strictest measures typically saw the greatest reduction in water use.
Lewisville enacted drought-related mandatory outdoor watering restrictions for the first time in July and August of 2013. This 60-day period was selected because it is generally the highest demand period for water each year. Results from that 60-day period are consistent with the Colorado study.
During the restrictions, citywide water use dropped by 10 percent compared to the same months in 2012, and by 29 percent compared to the record dry summer of 2011. Total billable gallons of water used during July and August of 2013 were 886 million, compared to 998 million during those months in 2012 when voluntary measures were in place.
Water use by both residential and irrigation customers during July-August 2013 was lower than the same two months for any of the previous four years, and by a significant amount.
That is particularly important because residential customers use about 45 percent of the water demand and commercial irrigation systems use about 20 percent, so reductions among those two classes of water users have the greatest overall impact.
The reduction might have been more significant during 2013, but city officials decided to be lenient in their enforcement of the restrictions. This was done for two primary reasons – customers had never before faced mandatory restrictions in Lewisville so needed to be educated, and the two-month restrictions gave the City a chance to measure effectiveness.
During the two months of mandatory restrictions, a total of 222 notices of violation were issued (124 in July and 98 in August). Most of those were written notices, and only six were actual warning citations. No fines were assessed.
The year-round mandatory restrictions that took effect May 1, 2014, will more strictly enforcement's following a brief “introductory” period and public education campaign. City workers will be trained to watch for possible watering violations, and inspectors will respond quickly to possibly violations reported by the public. Voluntary compliance is preferable – and the right thing to do – but stricter enforcement is planned in order to help avoid a possible water crisis in Lewisville.

All vendors have been trained on how to do this. Attendees can ask any food/bar vendor what your balance is or anyone at the sales booth where purchased before using.
The wristbands can be saved and used again next year, or at least the chip can be reused. If there's $10 left on it, or 10 credits, that can be used again next year.
This is common technology for large festivals. 2021 was the first time this event has used this technology.RFID wristbands will also be used to purchase Kid Kountry wristbands and at the DIY Tie Dye T-Shirt Station. Wildlife
These birds are protected under the Migratory Bird Treaty Act of 1918, a U.S. federal law that protects more than 800 species of birds during their migration between the United States and Canada. As a result, the City of Lewisville is unable to address any complaints while the birds are nesting. Residents can address the situation proactively by following these guidelines:
Pre- and Post-Nesting Season - (Typically November - February)- Remove any old, abandoned nests.
- Trim your trees. Remove deadwood, and thin tree canopy to allow sunlight between limbs and other trees.
- Use a combination of scaring devices before migratory birds lay eggs.
- As soon as you see birds on or near your property, begin using scare tactics.
- Use noisemakers, water spray or shine lights at night.
- Hang "scare eye" balloons or other moving objects in trees.
- Use long poles, tennis balls or water hoses to disturb early nesting material.
- Do not harm birds or eggs. These birds are protected by international treaty.
- Once birds begin sitting on nests, eggs are probably present. You cannot kill, harass, move or disturb the birds when they are actively nesting.
During Nesting Season – (Typically March - October)
- Do not kill, harass, relocate, move or attempt to scare away the birds by any means during nesting season.
There are coyotes, bobcats, and foxes, as well as many other small animal species, all throughout Lewisville. Their presence indicates that we, as a community, have a healthy environment, which includes a good balance of predator and prey. The predators (coyotes, bobcats, and foxes) help control the rabbit and rodent populations, as well as that of other small mammals.
We recommend that residents NEVER feed wildlife and should never try to approach them. If you see wildlife, it is best to make it a negative experience by making loud noises or using other hazing techniques, keep your dogs, especially small dogs, on a six foot leash, and keep your pet cats indoors. Coyotes, bobcats, and foxes naturally avoid people. If you see wildlife that appears to be sick or injured, please contact Animal Services.
If you would like to contact local, licensed wildlife rehabbers for injured or orphaned wildlife, you may visit ahnow.org. This is a comprehensive list of licensed wildlife rehabbers in the area. You may visit dfwwildlife.org for more information on coexisting with our wild neighbors. Please contact the Lewisville Animal Shelter at 972.219.3478 or email lewisvillepets@gmail.com with additional questions.

The City uses the Lewisville 2025 Plan and all other applicable long-range plans when making a decision on zoning.
- 10 days before the public hearing with the Planning and Zoning Commission letters are sent to all property owners within 200 feet and a sign is posted on the property. 14 days before the public hearing with the City Council notices are published in the Denton Record Chronicle.
