The City of Lewisville's Community Development grant programs help to support social service programs to primarily benefit persons of low-to-moderate income.

Community Development Block Grant

The purpose of the Community Development Block Grant (CDBG) program is to provide decent housing, create a suitable living environment, and expand economic opportunities for low to moderate income Lewisville residents. CDBG funds are awarded by the federal department of Housing and Urban Development (HUD) to carry out a variety of community development, housing, infrastructure, and public service needs.

The City of Lewisville receives CDBG funds from HUD and utilizes these CDBG funds along with General Funds to purchase services from nonprofit agencies serving Lewisville residents. Visit the Social Service Grants page to learn more about our nonprofit partners.

Notice of Funding Availability - Community Development Block Grant (CDBG) Public Infrastructure

The 2026 Request for Proposals (RFP) for Public Infrastructure funding through Community Development Block Grant (CDBG) will be available on Tuesday, April 21, 2026. This application is open to 501(c)(3) nonprofit agencies or government entities (including City of Lewisville Internal Departments) with eligible 'brick and mortar' projects benefiting low-to-moderate income Lewisville residents.

Projects proposed should not include social services provided to residents or staff salaries for employees providing services. Public Infrastructure projects (previously known as brick and mortar projects) should provide support to Lewisville and its residents through physical infrastructure acquisition, design, development, or repairs. Previously funded Public Infrastructure projects by the City of Lewisville include: nonprofit building expansion design and construction, playground equipment and installation at a local city park, and concrete and street repairs to a residential street and sewer system. Note this application is NOT the same Notice of Funding Availability for the City of Lewisville Social Service grants.

The application will open Tuesday, April 21, and close Friday, May 22, at 12 p.m (noon).

Click here to view the full Notice of Funding Availability (NOFA) for further details.

Interested applicants are encouraged to review the City of Lewisville's 2022-2026 Consolidated Plan as well as Chapter 3 from the US Department of Housing and Urban Development's Basically CDBG on National Objectives. Both documents will provide critical insight into eligible projects the City of Lewisville is interested in seeing proposed for this NOFA. Staff is available for consultation on the eligibility of projects and federal requirements before, during, and after the application process.

Other community organizations or citizen groups that may not qualify for direct funding as a grant subrecipient are still welcome to contact staff to fill out a Community/Resident Project Proposal. Such proposals will be evaluated by staff and could result in a project proposed by City staff.

For questions or to request access to the application once it opens, contact Elena Shehan at eshehan@cityoflewisville.com.
