Important Information Regarding Residential Districts:

• Each district is roughly equal in population, with about 20,000 residents based on results of the 2020 U.S. Census.
• In order to run for council position 1, a candidate must reside in District 1. Candidates for position 2 must reside in District 2, and so on. Candidates for Mayor can live anywhere in the city.  Residency requirements can be found in City Charter, Section 3.02 Qualifications.
• A residential district system ensures that members of the council come from all areas of the city, but all are elected from the entire city and presumably will have a citywide perspective.
• The entire city votes for each council race regardless of the district in which a voter lives.

The City Charter, Sec. 3.02, outlines the qualifications to file for office, including residency requirements, and an excerpt of this section is provided in the section below for you.

The mayor and each member of the city council, in addition to having such other qualifications as prescribed by law, shall be a qualified voter of the city; shall have resided for at least one (1) year immediately preceding his election within the corporate limits of the City of Lewisville, or shall have been a resident for at least one (1) year immediately preceding his election of any territory not formerly within the corporate limits of said city, but which has been annexed to the city under the provisions of section 1.03 of this charter. Members of the city council additionally shall have resided continuously in their council district for six months prior to the regular filing deadline for a place on the ballot, or in the case of an annexation or redistricting, have resided continuously for six months in a location that is in the council district on the date of the regular filing deadline for a place on the ballot. Additionally, the mayor and each member of the city council shall not be in arrears in the payment of any taxes or other liabilities due to the city; and shall not hold any other office or employment under the city government while he is a member of said council.

Any person having the qualifications set forth for mayor or councilman under section 3.02 of this charter shall have the right to file an application, in writing, to have his name placed on the official ballot as a candidate for any elective office. Such application shall be accompanied by a petition, signed by qualified voters of the city eligible to vote for the candidate, equal in number to the number of signatures required for a candidate petition by the Texas Election Code, as amended. Each such person filing his application to have his name placed on the official ballot shall, in his application, specify the place for which he desires to become a candidate.

The application for place on the ballot must be accompanied by a petition.

The minimum number of signatures that must appear on the petition is the greater of:

1.  25; or

2.  one-half of one percent (1/2%) of the total votes received in the territory from which the office is elected by all candidates for mayor in the most recent mayoral election.

The minimum number of signatures required for a place on the ballot for each of the respective offices for the May 2, 2026 General Election are:

*the required number of signatures listed above is the calculation for the 2026 General Election and may change in future election years based on the number of total votes received in the most recent mayoral election.

The City Secretary will review and verify the signatures submitted on each petition to determine whether the required minimum number of valid signatures has been met. Any petition that does not meet the minimum signature requirement will be rejected.

Please note that if a petition is rejected for failure to meet any requirement—including issues related to signature validation or incomplete or incorrect information—a new petition must be completed and signed.

To help ensure compliance with the petition requirements, applicants are encouraged to:

• Ensure that both the office title and place number are clearly indicated (for example, Council Place No. 1 or Council Place No. 3).
• Collect more than the minimum number of required signatures.
• Verify that each signer’s name matches the name listed on their voter registration record.
• Include the signer’s Voter Identification Number on the petition whenever possible.
• Carefully review the instructions and footnotes for Form 2-51, which are included with the form, to ensure the petition is properly completed.

During the election-voting period from early voting through election day, we try to provide sufficient information regarding the proper election and campaign processes. The following is a list of important things to remember for the early voting polling location and election day polling locations:

1. Early voting for Denton County residents will be conducted jointly with other Denton County public entities with Denton County. Early voting will be held at the Lewisville Municipal Annex, 1197 West Main Street, Texas, as well as other locations to be determined per the agreement with the Denton County Election Administrator.  Dates and times shall be specified in the election order.
2. Early voting for Dallas County residents will be conducted jointly with other Dallas County public entities within Dallas County. Early voting will be held at the Coppell Town Centre, 255 Parkway Blvd., Coppell, Texas as well as other locations to be determined per the agreement with the Dallas Election Administrator. Dates and times shall be specified in the election order.
3. During early voting, there is no electioneering or loitering allowed within the 100’ distance markers located outside of the building or inside the building. If you are voting or conducting business at the Annex, you should remember to remove all campaigning materials, i.e., badges, hats, shirts, jackets, etc., before entering the above referenced areas.
4. All political advertising should be prepared in accordance with the Texas Election Code and can only be distributed outside of the distance markers.
5. All political signs must adhere to the City’s Sign Ordinance.
6. Except as otherwise provided by the City Sign Ordinance, political signs may not be placed on city-owned property such as city parks, fire stations, police stations, libraries, city hall, etc.  This restriction shall not apply to political signs that are attached to vehicles that are lawfully parked on city owned property.
7. The following is a list of the ONLY people allowed inside the polling place (early voting/election day):
   1. Persons admitted to provide assistance to or to interpret for a voter who is entitled to assistance or to an interpreter.
   2. Election judges and clerks
   3. Poll watchers
   4. Interpreters
   5. Peace officers appointed by the presiding judge to preserve order
   6. Those people admitted to vote
   7. Children under 18 years old who are accompanying a parent who is admitted to vote
8. It is a Class C Misdemeanor for a “candidate” to be present in a polling place during early voting or on election day, unless the candidate is voting, assisting a voter, or conducting official business within the building in which the polling place is located. If a candidate is not in the building for one of these reasons, he or she will not violate the section if they are not engaged in campaign activity, and are not within plain view or hearing of persons waiting to vote or person voting.
9. On election day, the distance markers are 100’ feet from the entrance to the polling locations and the same rules about electioneering apply.
10. It is also a Class C Misdemeanor to loiter within the boundary established by the distance markers.
11. Please remember the election workers are not allowed to give the names of voters who have or have not voted in the election; or the number of votes cast that have been received by individual candidates.
12. On election day, the election judges are required to post information about the number of voters who have voted at two-hour intervals beginning at 9:30 a.m. and this notice should be posted next to the entrance to the polling location.
13. Once the polls have closed and the election returns completed, all election returns will be delivered to both the Denton County Elections Administrator’s Office and Dallas County Elections Administrator's Office for official compilation and posting. All winners will be announced by posting the results at Lewisville City Hall.
