Park and Library Development Corporation was approved by Lewisville voters in September 2002 by a final tally of 901 in favor and 277 opposed. The election also created a quarter-cent sales tax to fund the district. (Full election results)

The governing board (sometimes called the “4B Board”) is appointed by the City Council. The Board recommends a budget to the City Council each year. Money collected through the quarter-cent sales tax is restricted by state law to park and recreation uses. The ballot proposition was specifically worded to preclude professional sports facilities from 4B funding.

Projects completed through the Corporation have included converting two city pools into Sun Valley Aquatic Center and Old Town Splash Park, installing new playgrounds, adding a 60,000-square-foot expansion to the Lewisville Public Library, developing Railroad Park, and making improvements to Lake Park Athletic Complex.
