The concept of pedestrian-friendly improvements in downtown Lewisville started in 2001 when City Council decided to build the new City Hall in Old Town. A streestscaping project was completed on Main Street in the historic core after the State rebuilt Main and Church streets as a couplet. Early concepts included extending the Main Street pedestrian enhancements to the east, and making improvements to Mill Street south of Main.

The first formal plan proposing improvements was the Old Town Master Plan, adopted in June 2002, which focused on Main Street. Suggested improvements to Mill Street were detailed in the Mill Street Corridor Plan adopted in April 2010.
