Early Voting Starts Monday for Fire, Crime Control Districts
Lewisville voters will be asked to go to the polls on Tuesday, Nov, 8, to determine the future of two proposed public safety districts and eighth-cent sales taxes to fund them. Early voting begins Monday, Oct. 24.

The ballot asks voters to consider creating each district and to adopt a one-eighth penny sales tax for each district. The districts and accompanying sales tax would be approved for five years and could be extended by voters at that time for as much as 20 years.

“With the passage of this additional sales tax, we will be able to make a major investment in the enhancement of our public safety departments,” said Assistant City Manager Donna Barron. “A one-eighth penny sales tax for each district is estimated to generate $2.3 million annually for the Crime Control District and another $2.3 million for the Fire Control District.”

Lewisville currently has a total sales tax rate of 8 percent, including 6.25 cents for the state, one cent for the city budget, a half-cent for Denton County Transportation Authority and a quarter-cent for parks. If approved, the two new districts would raise the total rate to 8.25 percent, the same as is currently assessed in most comparable North Texas cities.

The temporary board of the two districts considered a number of public safety programs, developing a detailed plan for both agencies. While state law only requires the board to adopt a plan for the first two years’ worth of projects, the board instead considered a complete five-year plan.

Board Chairman Steve Griffin said he “feels fortunate to have had this opportunity to review the inner workings of the fire and police departments and to help decide where this sales tax money can be best spent to make Lewisville one of the safest cities in the Dallas-Fort Worth metropolitan area.”

The same members serve on both the Temporary Crime Control Board and the Temporary Fire Control Board. In addition to Griffin, members include residents Alvin Turner, Mike Pedigo, Jeff Pelletier, Mark Payne, Ken Judkins and Avie Raburn. Permanent boards to oversee each district will be appointed by City Council if the election passes.

If the sales tax election is passed in November, a number of public safety improvements will be made in the first two years to include adding 10 patrol officers; expanding the Special Operations Unit, Street Crimes Unit and Narcotics Unit; adding staff personnel to create a tactical dispatch program; and improving supervision and control of the city jail. Neighborhood enhancement also will be a focus with the addition of code enforcement officers and building inspectors.

“The appearance of neighborhoods can have a major impact on the crime rate,” said Police Chief Russ Kerbow. “Under this ‘broken window’ concept, declining neighborhoods where properties are not kept in compliance with basic codes – such as high grass and weeds – tend to have increased criminal activity.”

On the Fire Department side, a fifth front-line ambulance will be added and housed at Fire Station 6, 2120 Midway Road, along with additional paramedics needed to operate the ambulance. Other improvements after the first two years of the plan include a second ladder truck, expansion of Fire Station 6 to accommodate the second ladder truck, and the addition of Fire Station 8 on the city’s east side along with 18 firefighters to operate the new station.

“The addition of fire stations and personnel is based on call volume and property build-out. The east side of our city has seen high levels of growth and will continue to do so. The addition of equipment, personnel and a station on the east side will help keep our citywide response times at the high level of service our residents have come to expect,” said Fire Chief Tim Tittle.

Early voting will be held jointly with Denton County at the Lewisville Municipal Annex, 1197 W. Main Street, or Denton County Elections Office, 401 W. Hickory, Suite 125, in Denton. Early voting schedule is: Oct. 24-29, 8 a.m.-5 p.m.; Oct. 31-Nov. 2, 8 a.m.-5 p.m.; and Nov. 3-4, 7 a.m.-7 p.m. Election Day voting will be held at five locations in Lewisville based on voter precinct. Hours will be from 7 a.m. to 7 p.m. Tuesday, Nov. 8.

City Offices Closed for Thanksgiving Holiday
City offices, including the Library and Recreation Centers, will be closed Thursday, Nov. 24, and Friday, Nov. 25, in observance of the Thanksgiving holiday. All essential city services will continue to operate. Residential garbage will not be picked up Thursday, Nov. 24; however, recycling will be collected. Friday will be normal collection for both trash and recycling.

Planning and Zoning Commission Meeting
The Planning and Zoning Commission recommended approval of a zone change request from Light Industrial (LI) district zoning to Warehouse (WH) district zoning on 1.029 acres, located at the southwest corner of Stonewall Drive and Huffines Boulevard; further identified as Riverview Industrial Park Addition, Lot 10R, Block A; as requested by Jim Attrell on behalf of Marluc, LLC, the property owner (Case No. PZ-2011-10-08). The request was recommended for approval (6-1). The Commission was given an introduction to a Special Use Permit process that is being researched by staff.

Blu-Ray Films Donation
Lewisville citizen and library patron Brandon Cooper has donated 35 Blu-Ray films to the Lewisville Public Library's movie collection. The 35 Blu-Ray titles are all from the award-winning Criterion Film Collection, known for its high quality digital format and for including only the best artistic and cinematic masterpieces. Mr. Cooper grew up using the Lewisville Public Library and says that the library was the place where he discovered classic and contemporary award-winning films from around the world. His exposure to international cinema and noteworthy classic and contemporary films via the Lewisville Public Library fueled his love for film and steered him towards his degree in Radio, Television, and Film. Today, Brandon Cooper wants give back to the library and the Lewisville community by donating 35 Blu-Ray films. He wants other citizens to discover and enjoy these cinematic masterpieces just as he did.

Library Hosts Chamber of Commerce LEADS meetings
The Lewisville Public Library is proud to partner with the Lewisville Chamber of Commerce to host LEADS Networking Meetings each Friday during October. The library is hosting each weekly meeting in a different location of the library, featuring unique services and resources available in that area. We have had wonderful response from the 50-70 Chamber of Commerce members attending each meeting. The library is excited to teach Lewisville businesses about library services, materials, online resources and the facility to help grow and strengthen the economic development of Lewisville. The Lewisville Public Library will host LEADS Networking Meetings on October 21 and October 28 from 7:30-9:00am.

First Friday Fun! Pre-school Special
Ring in the eating season at the Library Feeding Frenzy on Nov. 4 at 11:30 a.m. Preschool children and their parents are invited to share the fun and the joy of reading in the Cynthia Bennett Children’s Wing of the Lewisville Public Library.

Family Craft Day
On Sunday, Nov. 13, between 2- 4 p.m., join the library for a drop-in crafting day. All necessary items are provided. Family Craft Day is held in the Cynthia Bennett Children’s Wing.

Kids Computer Classes
Classes are held the second Wednesday of the month, 4:30 p.m., in the Computer Lab. Children in grades 4 & 5 (ages 9 – 11) are invited for the two remaining sessions in a four-part series of hands-on computer workshops covering library catalog searches, website evaluation, Microsoft PowerPoint and more. Space is limited and sign up is required. (Nov. 9 and Dec. 14).

LegoMania!
On Sunday, Nov. 27, 2-3 p.m., LegoMania is held in the Bennett Program Room. There are lots of LEGOs to share (and DUPLOs for younger builders). Under 6 years must be accompanied by an adult.

Crafternoon for Teens
Crafternoon is now open to all teens. Join the Teen Librarian on Wednesday, Nov. 2, at 4:30 p.m. for some cool crafting. There will be enough supplies for everyone registered. Space is limited and open to all 6th – 12th graders.

Middle School Book Club
The book club will be held Wednesday, Nov. 16, at 5 p.m. The club meets the third Wednesday of the month at Lewisville Public Library’s Teen Point (second floor of the library).

Teen Role Playing Sessions
Lewisville Public Library will hold Teen Role Playing Sessions on Monday nights. Lose yourself in another world on November 7 and 21 playing One for All: Régime Diabolique, and Nov. 14 and 28 with Rhül: Conquest of the New World. All Role Playing Sessions are from 6- 8:30 p.m. in Teen Point (second floor of the library). Teens age 12-18 are welcome.

Lewisville Public Library Teen Advisory Group
On Thursday, Nov. 3 and 17 at 7 p.m., give input on the teen experiences the library can offer. Develop leadership skills, learn to work as a team and earn community service hours, too. Applications are available at the youth service desk, and meetings are held the first and third Thursday of the month.

Business Research Tools Presentation at Old Town Business Association
Jennifer Bekker, Library Adult Services Supervisor, recently had the opportunity to present at an Old Town Business Association Meeting. OTBA members indicated that they were impressed by the powerful online business research tools available via the Lewisville Public Library. Several attendees mentioned that they would start using some of the online business databases immediately to generate sales leads and find other businesses. Police Department Announces Second Quarter Honors
The Lewisville Police Department named Officer Christopher Kautz as Officer of the Quarter, and Patricia Cryer as Civilian of the Quarter. Both employees were recognized for their outstanding job performance and service to the department and community.

Alley Repairs Between Chisholm Trail and Glenhill Lane
The City of Lewisville Street Division will be making alley repairs between Chisholm Trail and Glenhill Ln. The alley will be closed to through traffic. Homeowners can enter from Garden Ridge Blvd. or Chisholm Trail. Construction began on Thursday, October 20, 2011, and is scheduled to be completed on Tuesday, October 25, 2011, weather permitting. This will require that trash be placed in front of the residences until the work has been completed.

Street and Sidewalk Repairs on Creekmeadow Lane
The City of Lewisville Street Division has contracted with Ken-Do Contracting, LP to perform street and sidewalk repairs on Creekmeadow Ln. Work is scheduled to begin on Monday, October 24, 2011 and be completed by Friday, November 11, 2011, weather permitting. Due to the use of heavy equipment, please use caution when transiting the area. Drivers should expect lane closures.
