CITY MANAGER’S WEEKLY UPDATE

City Continues Public Comment Period on Oil and Gas Well Ordinance Changes
The city is holding a formal 30-day Public Comment Period through Wednesday, April 22, to accept input on proposed changes to the city’s ordinance governing oil and gas well sites. Comments received regarding the proposed changes only will be compiled at the end of 30 days to be reviewed by staff and presented to City Council. Only written comments regarding the proposed changes will be accepted and anonymous submissions will not be included for staff review.

Changes being considered include new definitions, road maintenance requirements, setbacks, fencing, landscaping and noise levels. Specific proposed ordinance changes are available for public review on the city website, www.cityoflewisville.com, or at the City Secretary’s Office in Lewisville City Hall, 151 W. Church Street.

Written comments regarding the proposed changes can be submitted through the city website, and by mail or in person to the City Secretary’s Office.

CodeRED Sign Up
During the month of April residents who have not signed up for the CodeRED emergency notification system are encouraging to do so. During the month of April all Lewisville residents who sign up will be entered in a drawing for a free NOAA All-Hazard Radio.

CodeRED Emergency Notification System is a free tool for residents that will be used to provide information in the event of an emergency. This system will be used for events such as: evacuations; sheltering information; boil water notifications; crime alerts; missing persons; public health emergencies; and other emergency situations that would benefit from providing specific information to residents. The system will not be used to notify residents of current severe weather. The system does not guarantee notification quickly enough to be a benefit during a fast-moving storm. For severe weather notification, all residents are encouraged to pay attention to outdoor warning sirens and to obtain NOAA All-Hazard radios for notification in their home.

Planning and Zoning Commission Meeting
The Lewisville Planning and Zoning Commission approved three plats and recommended approval of a proposed change in zoning at their regular meeting on Tuesday, April 7. Plats approved were:

· Final Plat of LISD Windhaven Campuses Addition, a 79.2 acre tract zoned Public Use (PU), located at the northeast corner of Windhaven Parkway and FM 544.
· Final Plat of Lewisville Center for the Creative Arts, a 2.26 acre tract zoned Public Use (PU), located on the southwest corner of Charles St. and Church St.
· Final Plat of Vista Ridge – 35 Addition, a 4.6 acre tract zoned Light Industrial (LI), located on the south side of Vista Ridge Mall Dr., approximately 400 feet east of Lake Vista Dr.

The Commission also recommended approval of a zone change request from Heavy Industrial (HI) to Public Use (PU) on a 9.08 acre tract located at the southeast corner of College Street and the D.G.N.O. Railroad. The request is being made by the Denton County Transportation Authority. The site is the proposed location for the Old Town Train Station parking lot.

Park Board Meeting
At the regular Park Board meeting held on April 8, 2009, Wayne Pickett, Recreation Manager, gave a tour of the Frederick P. Herring Recreation Center to all in attendance. He highlighted the opening of the center, the multifunctional use of the classrooms and the gyms, the control center and how the central location allows staff to monitor all activity in the building at once, and the programs of the center.

Mr. Pickett talked about the Recreation Division and his staff members, and what their duties are. Bob Monaghan, Parks and Leisure Services Director, gave an update on Railroad Park. Construction is coming along very well. There have been some delays with the recent rains, but turf is scheduled to go down in about four weeks. They are hoping for a possible “soft opening” of the park this fall with a “grand opening” in April of 2010.

“Blazing a Trail for Literacy” Program Ends
The “Blazing a Trail for Literacy” reading contest has ended and the winners have been announced. The reading contest winners began getting their “ride to school on the fire engine” this week. Along with the ride on the fire truck, the winners receive a backpack with the Fire Department Logo on it.

Lewisville Baseball Association Holds Tournament
The Lewisville Baseball Association co-sponsored with the City of Lewisville to hold their annual Chad Starkey Memorial tournament March 25-28 at Lake Park. There were three age divisions – 10 and under; 12 and under; and 14 and under - with a total of 16 teams. The LBA season begins on April 4 and opening day activities will also be held.

Summer Basketball Registration Begins
The PALS department will be holding registration for the upcoming summer basketball season for Men’s Open and Men’s Church. Registration will be held April 20-24. Games will be played on Saturdays and Sundays starting in May.

Teen Writers Group Schedules April 16 Session
The Lewisville Public Library will hold a Teen Writers Group meeting on Thursday, April 16, at 6:30 p.m. at Teen Point on the second floor of the library, 1197 W. Main Street. The group is open to all teen-aged aspiring poets, novelists and short-story writers. Participants are invited to bring their own work to share, as time allows. This month special guest is Rachel Caine, author of the Morganville Vampires series.

Lewisville Librarians Attend Conference
The 2009 Loan Star Libraries grant funded four Lewisville librarians to attend the Texas Library Association annual conference. They attended educational training sessions on local government partnerships for a better community, top technologies to improve library productivity, how to organize and provide summer reading programs (facilitated by Pat Peters), partnering with teens on health information projects, creating community readers, using state-wide library survey data, the benefits of the dewey decimal classification system in libraries, how to hyperlink libraries and many more. Featured speakers included Gloria Steinem, Paula Poundstone, Betty Sue Flowers, Jon Scieszka, Attica Locke, and others. Over 7200+ librarians had a choice of 200+ different learning experiences. The Texas Library Association is the largest state library conference in the United States and has been serving librarians for over 100 years.

Lewisville Police Explorers Win Five Awards at State Competition
Four students in the Lewisville Police Department Explorers program competed in the 2009 State Explorer Competition at UT-Dallas in Richardson on April 4, capturing five awards and ranking fifth overall. A total of 78 teams representing 30 Explorer posts participated in the event, which featured contests in eight police scenarios.

Lewisville’s team of Ben Chaffin, Ryan O’Leary, Connor Neff and Tristan Alleman placed second in Accident Investigation and Crime Prevention, third in Arrest and Search, and ranked fifth for Overall Post and fifth in team scoring. The students were accompanied by Lewisville Police Officers Jeremy Reyna and Jesse Flores.

Police Lieutenant Attends ILEA Management College
Police Lieutenant Casey Carter recently attended the 45th ILEA Management College from February 2 through March 27, 2009. The Management College is an intensive eight week program designed to prepare senior-level law enforcement managers and administrators for leadership in the complex world of public executives. This academic experience prepares individuals to take part in:
• Providing leadership in their agencies on problem solving and management issues.
• Applying progressive and innovative management approaches to their organizations.
• Communicating, both to their colleagues and to the public, plans and programs for change and improvement of police services.
• Professional development opportunities as a stepping-stone toward management and leadership excellence.
• Developing strategies for personal and organizational success in politically-charged environments.
• Gaining professional knowledge as a life-long learner and acquiring critical thinking skills about the future of law enforcement.
• Assuring compliance with current and emerging legal issues as they affect both management and operational aspects of policing.
• Discerning and building avenues for values based leadership to prosper in law enforcement organizations.
• Developing a personal leadership style characterized by creativity, service and empathy.

Old Town Farmers Market Vendor Applications Being Accepted
Vendor applications are now being accepted for the 2009 Old Town Farmers Market, which will run every Saturday morning from May 2 through Oct. 3. The market will open at 8 a.m. each week and remain open until sell-out, about noon, in Wayne Ferguson Plaza (North Poydras at Main). Applications are available on the city’ website, www.cityoflewisville.com, or by calling 972.219.3401.

Lower Timbercreek 42" Sanitary Sewer Replacement - Street Closure
On Tuesday, March 31, 2009 the eastern entrance of Lakeside Circle at Hebron Parkway was closed to all traffic. Included in this closure is the eastern driveway of the Emery Bay Apartments. The street will be closed until further notice (approximately three weeks).

Storm Drain Improvements on Kenny Court
The City of Lewisville Street Division will be making storm drain improvements on the west side of Kenny Ct., from Kenny Court, North to Dallas Lane. Due to these improvements, addresses 2045, 2041, and 2037 will not have access to the driveway beginning April 6, 2009 through April 20, 2009, weather permitting. Also, due to the use of heavy equipment, please use caution when transiting the area.

Street Closure - Serendipity Village
Please be advised that Village Drive from Bowling Green Drive to Kent Drive was closed to through traffic beginning Monday, April 6, 2009 for approximately fourteen (14) days. Detours will be per traffic signing, and as follows:
      Southbound Village will be detoured via Bowling Green Drive to Edmonds
      Northbound Village will be detoured via Kent Drive to Edmonds

Work is being performed in the areas listed below.
