The City administers a competitive Request for Proposals (RPF) process for all interested agencies/organizations that wish to receive funding, either through CDBG and/or General Fund dollars. This RFP is open to non-profit agencies that have eligible Public Service or Housing or Community Development projects. In 2003, City Council changed the RFP and grant awards process so social service awards are based on priorities set by the City’s Community Needs Assessment and City of Lewisville Official Service Categories Category I (Bricks & Mortar) 2006-2009 RFP Category II (Social Service Agencies) 2006-2009 RFP In view of funding limitations in Federal and other programs, the process for allocation of these funds is very competitive. Successful application for past funding in no way guarantees future funding. Agencies that do successfully apply for funds, receive an initial three-year grant award, with funding contingent upon performance in years two and three.
Other community organizations or citizen groups may not qualify for direct funding as a grant sub-recipient but are welcome to contact program staff to fill out a Community Resident Project Proposal Form . Such proposals will be evaluated by staff and could result in a project administered by the City. City Departments will also submit proposals for funding.
The City of Lewisville uses 2 main sources of funds to purchase services from nonprofit agencies serving Lewisville residents - Community Development Block Grant (CDBG) and City Funds (tax dollars).

Community Development Block Grant (CDBG)
CDBG is an annual entitlement grant from the U.S. Department of Housing and Urban Development. Funds from this grant must be directed towards low- to moderate-income households, or social service agencies and neighborhood projects that benefit low- to moderate-income households. The City of Lewisville receives approximately $673,000 in CDBG funds every year. Click here for Community Development Block Grant Activity Eligibility Rules
CDBG Housing and Community Development proposals must meet a Local CDBG funding priority and generally must be targeted to low- to moderate-income areas/persons. Applications meeting a specific unmet program objective will receive full consideration. Applications that meet other identified high and medium priority needs as well as other goals and objectives will be considered but are likely to score lower and require an amendment to the 2005 Housing and Community Development Consolidated Plan.

Community Development Block Grant (C.D.B.G.) Advisory Committee
This committee serves in an advisory capacity to the City Council in all matters pertaining to the U.S. Department of Housing and Urban Development Community Development Block Grant funding for the City of Lewisville. The committee will acquaint itself with and perform a continuous study, inspection, and selection of projects and activities eligible for CDBG funding in the City of Lewisville.

Continuum of Care Homelessness Report
Community Needs Assessment (CNA): The Needs Assessment is the foundation that drives the critical process of determining need within our community. The project lasts approximately 16 weeks with a final report due in October every 3 years. The City solicits the participation of key agency staff to become actively involved in at least one or all of the following critical tasks: Service Categories & Survey Design, Key Informant Interviews, and a final focus group to critique the final draft report.

The 2005 Annual Action Plan (AAP) describes the projects and activities that will be undertaken with these funds during the City’s 2005-2006 Fiscal Year. (References to HUD’s 2005 “Program Year” or “Grant Year” or the City’s “2006 Fiscal Year,” abbreviated “FY ‘05-06,” all refer to a period running from October 1, 2005 to September 30, 2006.) 2002 Housing and Community Development Consolidated Plan (every 3-5 years)
The Community Development Department, Planning and Community Services Division of the City of Lewisville worked with community residents, groups and agencies to create the 2002-2007 Consolidated Plan for Housing and Community Development. The strategies, goals and objectives of the Consolidated Plan guide the allocation of the City’s CDBG entitlement funding so the funds can most effectively be utilized to benefit Lewisville’s low and moderate-income persons, clients, households or neighborhoods. Collaborative efforts with the various groups have continued through the years since the first Consolidated Plan was approved in 1997.
