Planning and Zoning Commission Meeting
The Planning and Zoning Commission met on October 21 and unanimously approved two plats. They were the final plat of Lewisville Towne Crossing Addition, a 14.2 acre tract designated Light Industrial (LI), located at the southeast corner of Business S.H. 121 and Josey Lane (FM 423) in Castle Hills; and the final plat of L.I.S.D.O.L.A. Agricultural Center Addition, a 42.08 acre tract zoned Agricultural Open Space (AO), located on the northwest corner of Business S.H. 121 and Fish Hatchery Road. The Lewisville Towne Crossing plat is for a new shopping center. The L.I.S.D.O.L.A. plat is for a new ag barn and related facilities for the LISD.
Community Development Block Grant Advisory Committee Meeting
The Community Development Block Grant Advisory Committee met on October 21. The Committee elected T. J. Gilmore to be its Chair for this term and Tamela Bowie to be Vice-Chair. The Committee also decided to schedule its annual public hearings for Tuesday, December 2 and Tuesday, December 9 at 6:30 p.m. Tentative locations for the meetings are Lakeland Elementary School on Dec. 2 and Shepherd's House Church on Dec. 9. The Public Hearings give residents and community organizations an opportunity to suggest projects and influence City priorities for social service spending, housing programs, and neighborhood revitalization efforts. One decision facing the committee next year will be whether to budget grant funds for housing rehabilitation or continue with street, sewer, or other infrastructure needs in Old Town target neighborhoods. This year's main project will be sewer line replacement and street rehabilitation on Milton Street from Main to Purnell and, if funds allow, on the blocks of Elm and Samuel directly adjacent to Milton. There may not be enough funding to complete all segments of this project so property owners and residents will be invited to comment.
The committee also recommended amending a contract with Camp Summit to reflect the full cost of sending disabled youth and adults to summer camp with grant-funded scholarships. This year Camp Summit served eleven Lewisville residents. Seven of them needed scholarship assistance. Because of an error in a previous year's application, the cost of the camp scholarships was capped at $744 while the true cost of running the camp and organization is closer to $1100 for a camper to attend for one week.
Staff reported that the First-time Homebuyer Assistance Program had its highest ever number of clients assisted. Fifteen new low-to-moderate income homebuyers received assistance for closing costs and down payment. Since its beginning, the program has now served 67 families with only one known foreclosure.
Contractors have been procured and are starting this week with street rehabilitation including replacement of failed curb and gutter and driveway approaches on Perry Street, Hatcher, Elm from Cowan to Hatcher and Hickory from Edna to Hatcher. These Old Town streets take in most of the western portion of the Edna-Charles Targeted Reinvestment and Improvement Neighborhood (TRAIN) designated by the committee in 2007.
Library News
The Lewisville Public Library now offers two exciting new databases:
Auto Repair Reference Center offers auto repair and maintenance help in the form of detailed instructions, diagrams, photos, and videos for cars, trucks, and vans. Information is available for vehicles as far back as 1945. Thorough repair procedures include safety tips, lists of tools needed to complete a repair job, and clear and easy to understand instructions. The database also includes service bulletins and recalls, maintenance interval recommendations, vehicle specifications, and troubleshooting tips.
Small Engine Repair Center offers repair and maintenance information for marine/boat motors, personal watercraft motors, all terrain vehicles, motorcycles, outdoor power equipment, tractors, generators, and other small engines. Information includes detailed instructions, diagrams, and photos.

Native American Storytelling at the Library
Celebrate National American Indian Heritage Month at the Lewisville Public Library. The Lewisville Public Library will present storytellers Olin Williams (Choctaw) and Charlene Bearskin (Iroquois) on Monday, November 10, 2008 at 6:30 p.m. Come and join us as they share traditional Choctaw and Iroquois stories and information about their Native American ancestry. Stories will educate and delight listeners of all ages.
The purpose of National American Indian Heritage Month is to honor and recognize the original people of this land, American Indians and Alaska Natives. NAIHM commemorates their unique spiritual, artistic, and literary contributions, together with their vibrant customs and celebrations that enliven and enrich our land.
Alley Repairs on Catalina Between Tiffany and Bellaire Drive
The City of Lewisville Street Division will be making alley repairs on the Catalina alley between Tiffany and Bellaire Dr. The alley will be closed to through traffic. Construction began on Tuesday, October 21, 2008, and is scheduled to be completed on Monday, November 10, 2008 weather permitting. This will require that trash be placed in front of the residences until the work has been completed.
Curb, Gutter, Sidewalk and Driveway Approach Repairs on Hickory, Perry, Hatcher and Elm Streets
The City of Lewisville Street Division has contracted with Ken-Do Contracting, to perform repairs to curb and gutter, sidewalk and driveway approaches on Hickory, Perry, Hatcher and Elm. Work began on Monday, October 20, 2008, and is scheduled to be completed by Friday, December 5, 2008, weather permitting. No parking on the street will be permitted in the immediate work zone. Portions of driveway approaches may need to be replaced to establish proper drainage. Space should be available for those residents to park near their property, as driveways will be inaccessible for approximately three days to allow the concrete proper curing time.
Street Asphalting
Kingston, Palisades, Monaco, Portions of Tahoe and Catalina Between Valley Pkwy. and Edmonds
The City of Lewisville Street Division has contracted with Reynolds Asphalt and Construction Company to reasphalt Kingston, Palisades, Monaco, portions of Tahoe and Catalina between Valley Pkwy. and Edmonds. Construction is scheduled to begin Monday, Oct. 27, 2008, and be completed Friday, November 21, 2008, weather permitting. Residents should have all vehicles removed from the street between the hours of 7:00 a.m. and 5:00 p.m. Monday through Friday due to the use of heavy equipment. Vehicles not removed from the street during the hours of construction are subject to being towed at the owner’s expense.
Street and Sidewalk Repairs on Forest Park Dr. and Clearview Ct.
The City of Lewisville Street Division has contracted with Hencie International, Inc., to perform street and sidewalk repairs on Forest Park and Clearview Ct. Construction is scheduled to begin on Wednesday, October 29, 2008, and be completed by Friday, December 5, 2008, weather permitting. The street must be cleared of all vehicles during this time.
