Duties:	The Board shall act in an advisory, policy-making capacity to the City Council and the Library Director relating to the establishment and usage of the library or libraries, the nature of services rendered or to be rendered by the library, the manner in which the library service may be coordinated with the services of other libraries which render services to citizens of the city and other such matters as the Council may deem beneficial to the City.
