CITY MANAGER’S WEEKLY UPDATE

CDBG Advisory Committee Meeting
The CDBG Advisory Committee convened on Tuesday, June 3 to discuss Category I Bricks and Mortar and Category II Social Service Agency CDBG funding proposals. Andre Villarreal, Executive Director of Day Stay for Adults, was present to answer questions regarding his $50,000 proposal for renovation funds for their new facility in Lewisville to be purchased later this year from the Children's Advocacy Center for Denton County. Mr. Villarreal discussed his financial and staffing plans for both facilities and expressed that his agency is very excited to be able to finally serve this need in the Lewisville area. Afterwards, committee members reviewed and scored all four Category I proposals with the following funding recommendations: (1) First Time Homebuyer Assistance Program ($140,000), Public Works Street/Sewer rehabilitation on Milton, Elm, and Samuel Streets ($180,432), Day Stay for Adults Renovation proposal ($50,000), and City Housing Rehabilitation ($0). Total funding recommendations for Category I equaled $370,432. Category II Social Service Agency proposals will be reviewed and scored at the June 17 regular meeting.

Planning and Zoning Commission Meeting
The Lewisville Planning and Zoning Commission considered three plats and two zoning cases at their meeting on June 3. The following plats were approved by the Commission:
--Amended Final Plat of Vista Ridge Office Park Addition, a 3.99 acre tract zoned Light Industrial, located on the east side of MacArthur Blvd. between Vista Ridge Mall Dr. and FM 3040.
--Amended Final Plat of Castle Hills Phase III, a 1.77 acre tract zoned Estate Townhouse (ETH), located on the north side of Polser Rd. on Lady DeVance Lane.

The Commission recommended approval of the Final Plat of Castle Hills Windhaven Parkway from Standridge Drive to Josey Lane Right of Way Dedication, a 10.006 acre tract located south of Business SH 121 between Standridge Drive and Josey Lane. The plat will be sent to the City Council for final consideration due to a variance related to topography on the site.

The Commission recommended approval on a vote of 4-3 on a zone change request from Light Industrial (LI) to Medical District (MD) on a 4.0 acre tract located at the northwest corner of Highpoint Oaks Drive and Vista Ridge Mall Drive. The request is being made by Churchill Residential Inc. with authorization by the current property owner, Highpoint Oaks, Ltd. The applicant is planning to construct apartments for senior citizens on the four acre tract.

Also recommended for approval, on a 7-0 vote, was a zone change from General Business (GB) to Public Use (PU) on a 6.06 acre tract located at 900 South Mill Street, formally the location of Payless Cashways. The request is being made by Lewisville Independent School District, the current property owner. The school district plans to use the facility for book storage and overflow bus parking.

Street Panel and Sidewalk Repairs on Bennett Lane
The City of Lewisville Street Division has contracted with Hencie International, Inc. to repair the concrete street panels and sidewalk on Bennett Lane between IH-35 E and Waters Ridge. Construction is scheduled to begin on Thursday, June 12, 2008 and be completed on Monday, August 11, 2008, weather permitting. Drivers should expect lane changes.

City Establishes Whistle-Free Zones for Three Rail Crossings
City officials have notified railroads passing through Lewisville of three new Quiet Zones designed to minimize the noise impact of trains on local residents. Effective July 1, non-emergency whistles will be prohibited at all times as trains approach street-level crossings on Garden Ridge Boulevard, McGee Lane and Summit Avenue. Notice was sent earlier this year to Kansas City Southern Railway and the Federal Railroad Administration, and no comments were offered by either entity. Traffic safety devices already are in place at all three crossings that are designed to prevent drivers from crossing the tracks when a train is approaching.

Resident Urged to Verify Permit, Venting for Roof Repairs
City inspectors have processed more than 500 roof replacement permits this year, largely due to damage caused by spring storms. Officials caution residents to ensure that contractors receive a permit from the city prior to beginning work on their roof, and also to ensure that vents are properly re-attached after the roof work.

Inspectors say that it is common practice for roofer to lift the gas furnace and gas water heater flues to get under the flashing while replacing the roof, but in some cases the vents are lifted enough to separate. This separation causes carbon monoxide gases to vent into the attic or garage area, depending upon the location of the vents.

Homeowners who have had a roof replacement are urged to check the venting or have the contractor verify that the venting is intact. If a permit has been issued, the problem will be discovered during the required city inspection. However, if a contractor works without a permit, the venting issue could become life-threatening. Homeowners who are unsure are invited to call the city inspections office at 972.219.3470 for assistance.

Guidelines enforced for new, replacement fences
Putting up a new fence does wonders for the look of a home and for property value. However, residents and contractors must obtain a fence permit from the permits office on the second floor of the west wing of Lewisville City Hall before the job is started.

Some fence guidelines and general information include:
•Two sets of plans must be presented for a permit. The plans must include a scaled drawing, building location, legal description of land to be fenced, height of fence, materials to be used, road intersections, zoning and corner visibility range.
•All fences must be set back three feet on all sides of the fire hydrant, and the fire hydrant must be accessible from outside the property line.
•No fence shall exceed 10 feet in height, and all fences in front yards shall be only 3.5 feet in height and 50 percent open.
•Any swimming pool or hot tub must be shown in plans and must meet the 6-foot minimum height fence code for swimming pools.
•If fence work is not complete within 60 days from the date of permit, another permit must be obtained at half cost ($30). At 180 days from date of permit, another permit must be obtained at full cost ($60).

Library News
Circus Clowns to Visit Lewisville Public Library
Slappy and Monday, clowns with the Ringling Bros. and Barnum & Bailey circus, will visit the Lewisville Public Library at Thursday, June 12, at 2 p.m. in the Glenmore Savage Community Room. The clowns will talk with and entertain visitors at the library.

Lewisville Public Library Sets Summer Storytime Schedule
Parents are invited to bring their children to the Lewisville Public Library for free storytimes on a new summer schedule starting Monday, June 9. Storytimes by age groups are:

–Mother Goose Time (ages up to 18 months) – Wednesday at 1:30 p.m.; Thursdays at 11 a.m.
–Toddler Time (ages 18 – 36 months) - Tuesday, 10:30 a.m. and 11 a.m.; Wednesday, 10:30 a.m.; Thursday, 10:30 a.m.
–Preschool Time (ages 3-6) - Monday, 10:30 a.m.; Tuesday, 2 and 7 p.m.
–PrimeTime (Kindergarten through 3rd Grade) – Monday, 4 p.m.
–Family Time (all ages) - Saturday, 11:15 a.m.

Teen Summer Reading Program
The Library Teen Summer Reading Program begins Saturday, June 7th. A Guitar Hero Bash Kick-Off Party will be held from 1:00 p.m. – 3:00 p.m. in the Community Meeting Room. Future Summer Teen programs will be held on Fridays at 2:00 p.m. in the same location.

Teen AV Club
The Producers – AV Club is an audio-visual opportunity for teens to write, edit, storyboard, and film a feature in the Lewisville Public Library. The club will meet June 23 & 30 and July 7 & 14 at Teen Point at 6:30 p.m. A Screening Party will be held Saturday, August 2 at 2:00 p.m.

Regional Transportation Commission to Conduct Public Meeting in Lewisville
The Regional Transportation Commission (RTC) will conduct a public meeting Monday, June 9, at Lewisville City Hall, 151 W. Church Street, starting at 6:30 p.m. Topics to be addressed will include Quarterly Transportation Improvement Program modifications, Mobility 2030 amendments, Air Quality Conformity, Draft Congestion Management Process Ordinance and implementation plan, and status of the proposed Metropolitan Planning Area expansion.
