CITY MANAGER’S WEEKLY UPDATE

Park Board Meeting on June 11, 2008
Mayor Gene Carey opened the meeting with comments about the importance of the Park Board. He stated the work the Board does has an impact on decisions the Council makes, and he explained some of the recent decisions of the Council. Assistant City Manager, Steve Bacchus presented the Park Board Ordinance and the Role and Responsibilities of the Park Board. PALS Director Bob Monaghan discussed the development of a Work Plan for the Board for FY 08-09. Mr. Monaghan explained that a work plan will be instrumental in prioritizing projects that are presented to Council for consideration. Items discussed for the Work Plan included updating of the Park Master Plan, East Hill Park development, Lake Park improvements, the future use of the Vista Ridge Amphitheater, and Open Space Assessment. Assistant City Manager Donna Barron explained the financial aspects for all the 4B funds and the need for a 4B Master Plan.

Senior Center Hosts Cookout
The Senior Center is hosting its annual Independence Day Cookout on Friday June 27th at 11:00 a.m. The event will feature a new performance by the Senior Center drama group, Stage Hams, at 11:00 a.m. followed by hamburgers and hotdogs at 11:30 a.m. The event will be capped off by a live performance by the Antiques Band. Planning and Zoning Commission
The Planning and Zoning Commission approved the following three plats unanimously (7-0) at their June 17th meeting:

--Final Plat of UNICLA Addition, a 1.03 acre tract zoned Light Industrial (LI), located on the east side of Archer Way between Moccassin Trail and FM 407. The lot is being developed as a new location of Fifth Gear Automotive.

--Final Plat of Ratliff Midway Addition, a 3.01 acre tract zoned Light Industrial (LI), located in the south side of Midway Road, east of Huffines Boulevard. This is for a proposed office-warehouse building.

--Final Plat of Texas Instruments Addition, Lots 1R and 2, Block A, a 185.35 acre tract zoned Light Industrial (LI), located at the southeast corner of FM 3040 and Edmonds Lane. The plat creates a separate lot for the Texas Instruments facility still in operation on the Convergence campus.

CDBG Advisory Committee Recommendations
The Community Development Block Grant Advisory Committee met Tuesday, June 17 at City Hall. The committee reviewed renewal applications from Social Service agencies. After brief discussion regarding the overall program and applications, there was a consensus that all agencies currently receiving funding should continue into next year. (The City has a three-year funding cycle. Agencies' funding can be adjusted at the time of renewals based on performance.) However, the committee also had to deal with a 2.27% cut in funding from HUD's CDBG program. The City Social Service Agency Fund target remains at $173,250, although that funding is not guaranteed until City Council acts on the City's annual budget. The CDBG funding was cut from $583,141 this year to $569,895 next year. Only 15% of the $569,895 may be used for social services giving the committee $85,484 to deal with which is $1,987 less than this year.

Discussion over whether to cut all agencies by a small amount or to cut based on performance centered around staff reviews and the six-month summary report of agency performance. Based on year-to-date services, the committee decided that the goals for Youth and Family Counseling had been overstated and unanimously voted to take the $1,987 shortfall out of their Community Psychological Health Care Program.

The committee's decisions are only recommendations to the City Council. After allocating renewal funds, the Committee added them to the CDBG “Bricks and Mortar” projects already recommended at their last meeting and unanimously voted to recommend the following budget to the City Council:

Lewisville Hosts Swim Meet
The City of Lewisville summer swim team, the WAVE, hosted the first circuit meet of the season on Saturday June 14 at Sun Valley Aquatic Center with teams from Stephenville, Burleson, and Granbury as well as Lewisville. There were approximately 350 participants overall and the City team had 187 best times at the meet. The swim meet is a huge success each year and could not be possible without the time devoted by volunteers of the swim parents. This year's WAVE swim team had its highest number of participants register with 205 swimmers.

Special Olympics Swim Meet at Sun Valley
On Saturday, June 28, the Lewisville Lightning Swim Team will host the James Althaus Invitational at Sun Valley Aquatic Center. The swim meet will begin at 8 a.m. and conclude at noon. Over eight other Special Olympics Teams from around the metroplex are expected to attend. The Lewisville Lightning holds regular practices at Sun Valley on Tuesday and Thursday evenings from 7:15 p.m. to 8:30 p.m. Join the fun at the meet on June 28 or come to a practice and enjoy cheering on the athletes.

City Hosts Jimenez Boxing Tournament
Civic Circle Recreation Center is hosting the Jimenez boxing tournament on Saturday, June 28th, beginning at 1:00 p.m. This event will feature different aged boxers from around the area with a charge of $5 per person at the door to watch. Jimenez also holds weekly boxing classes at Memorial Park Recreation Center that are open for others to join the action.

Alley Repairs Between Summit Peak and Summit Run
The City of Lewisville Street Division will be making alley repairs between Summit Peak and Summit Run. The alley will be closed to through traffic. Homeowners can enter from Summit Park or Summit Run. Construction is scheduled to begin on Tuesday, June 24, 2008, and be completed Friday, June 27, 2008, weather permitting. This will require that trash be placed in front of the residences until the work has been completed.

Repairs on Palisades Drive
The City of Lewisville Street Division has contracted with Patco Utilities, Inc., to perform repairs to curb and gutter, sidewalk and driveway approaches on Palisades Dr. between Valley Parkway and Edmonds Lane. Work is scheduled to begin on Friday, June 20, 2008, and be completed by Friday, August 22, 2008, weather permitting. No parking in the street will be permitted in the immediate work zone. Portions of driveway approaches may need to be replaced to establish proper drainage. Space should be available for residents to park near their property, as driveways will be inaccessible for approximately three days to allow the concrete proper curing time.

Installing A.D.A. ramps on all four corners at Hwy 121 and Corporate Drive
Installing sections of new sidewalk with retaining wall on Valley View.

Making an alley extension on Summit Peak
Removing and replacing the asphalt on Ace Lane

Sanitary Sewer Line and Manhole Repairs
Main line cleaning and video inspecting the sewer mains on Brownwood Dr., Winterwood Dr., Elmwood Dr., Charles St., College St. and Herod St.
