City of Lewisville Housing Rehabilitation Program

The City of Lewisville Housing Rehabilitation Program is not funded from October 1, 2007 to September 2008. The City will consider funding again in 2008. If you have need for housing repairs or would like to refer someone for assistance, please call the number below so the Planning and Community Services office can continue to monitor the need for Housing Rehabilitation services.

If funded again, the program would offer grant assistance for repairs to single-family, owner-occupied homes. Guidelines are subject to change but are likely to give preference to applicants who:

  • Meet the Extremely Low and Very-Low income categories (see below)
  • Live in one of the three Targeted Reinvestment and Improvement Neighborhoods in Old Town:
    • Edna-Charles: from Purnell to Main and Edna to Charles
    • McKenzie-Hembry-Tanglewood: East of Mill; South of Purnell
    • College Street: area bounded by College Street, Mullins and Mill Street
  • Elderly, Disabled other Special Needs Applicants

In general, such programs are funded using Community Development Block Grant funds or HOME grants. They assist low-to-moderate income individuals in maintaining safe and attractive housing. They are designed to provide for housing repairs for homeowners that cannot afford them otherwise. They assist individuals but also improve overall neighborhood appearance and the quality of affordable housing stock in the City of Lewisville. They are meant to arrest the deterioration of housing conditions.

While applications are not being accepted at this time, any homeowner may call Jamey Kirby at (972) 219-3780 or at jkirby@cityoflewisville.com. to inquire about the program and be placed on an “interest list” ensuring they would be notified if and when applications are accepted. Some past applicants that were already wait-listed may receive priority consideration in the future.

Program requirements are likely to include: a co-payment based on income level; assistance might be in the form of subsidized or forgivable loans; liens would be placed on the property requiring repayment of grant assistance if the owner sells or rents the house within the affordability term (usually five years); owners must carry insurance and be current on taxes as well as City utilities or other fees. Selection for the program may also depend on an inspection process that will determine feasibility and whether the house fails certain Rehabilitation Standards or Building Codes.

Basic eligibility is based on having income less than the Low-Moderate column on the right. Those who have incomes lower than the limits in the first two columns would receive priority consideration.

Applicants must go through a very thorough eligibility process including financial disclosure of all income and assets. Flood Plain, Historic Preservation and other environmental standards might affect eligibility. Once selected, a grant recipient would allow the City to perform inspections and a work write-up. The City would assist the homeowner in obtaining bids and selecting a contractor. The City would manage construction, qualification and supervision of contractors and financial disbursements. Section 8

The City of Lewisville does not own and/or operate an official public housing authority. Through local agreement, the Denton Housing Authority handles all requests and information for Section 8 and similar programs. The DHA is located at:

Rental/Utility Assistance

The City of Lewisville currently does not offer rental or utility assistance. If you require assistance in these areas, you may contact Christian Community Action (www.ccahelps.org) and make an appointment to determine if you are eligible to receive these services.
