Community Development Administration, headed by the department director, manages and supervises the operations of Planning & Community Services, Engineering, Building Inspection, Fire Prevention and Health & Code Enforcement. Routine updating of City ordinances and their uniform City enforcement also falls under the jurisdiction of Community Development Administration.

Planning and Community Services Division
Planning and Community Service Division is a multi-functional division, overseeing land-use through administration of the Zoning Ordinance and General Development Ordinance as well as managing various community Grant Programs. Zoning is comprehensive in scope, encompassing land use, zoning, planning, plat and plan review. Coordination is provided between public needs and private rights using zoning to implement land use regulations after public hearings with the Planning & Zoning Commission, City Council and Board of Adjustment. Staff maintains zoning maps and files and reviews plats and engineering site plans. The planning function analyzes development trends, then works with other divisions and departments to forecast a wide range of future needs, including transportation, public works and other capital improvement planning to information needs for industrial and commercial recruitment.

Engineering Division
Engineering conducts plan review, design and mapping functions. It reviews construction plans for public improvements for compliance with city, state and federal guidelines. Plans and specifications are designed for public improvements, including paving, drainage, water lines, sewer lines, and traffic control. Also, mapping records and as-built construction plans are prepared and maintained. Engineering provides information and assistance to the public and administers selected ordinances and codes.

Building Inspection Division
| The Building Inspection Division manages and coordinates the plan review, permitting and inspection of private construction projects in accordance with the City of Lewisville ordinances and adopted Building Codes. A building permit is required for all new construction, remodeling, changes or additions to structures which includes signs, fences, retaining walls, swimming pools, patio covers, rewiring, electrical or mechanical work and plumbing. Fire Prevention Division
| Fire Prevention reviews architectural and engineering plans for compliance with the City of Lewisville Ordinances and adopted fire codes. Annual fire inspections of all commercial and industrial structures are completed in order to maintain fire safety standards. |

Health & Code Enforcement Division
| The Health and Code Enforcement Division conducts inspections of all food establishments, day care centers and other health-related inspections such as high weeds and trash. Additional responsibilities include enforcement of the animal shelter and animal services. |

Community Grant Programs
| The Planning and Community Services Division manages two grant programs and Community Development Block Grant (CDBG), funded by state and federal agencies. In addition to CDBG funds, the City of Lewisville also uses money from the General Fund to solicit social services needed by Lewisville residents. |
