AMPHITHEATER
Vista Ridge Amphitheater is located at 3049 Lake Vista Drive. The Amphitheater has seating for 800 spectators in the theater area and additional lawn seating, with total capacity of approximately 1,500. The spacious stage and loading area located directly behind the stage can accommodate a variety of performances. There are two restroom facilities able to accommodate large groups. Hourly rental rates are $75 for Lewisville residents and $125 for those not residing in Lewisville. A refundable deposit of $300 is also required for all rentals. ANIMAL CONTROL AND ANIMAL SHELTER
Animal control officers respond to calls and enforce city animal control codes. Dogs, cats and ferrets older than four months are required to be currently vaccinated against rabies and licensed by the city. Some animals, including dogs and cats, are required to be physically confined or restrained on a leash at all times. Impounded animals are housed at the Animal Shelter located at 851 Treatment Plant Road. For information on adopting pets, licensing or claiming animals picked up by Animal Control Officers:

BUDGET
The operating budget for the City is adopted annually by City Council. The fiscal year begins October 1, and budget hearings are held 60 to 90 days prior to adoption. A building permit is required for all new construction, remodeling, changes or additions to structures which include signs, fences, retaining walls, swimming pools, patio covers, rewiring, electrical or mechanical work.

CABLE TELEVISION
The city has a non-exclusive franchise agreement with Time-Warner to provide cable television service citywide. Verizon has obtained a franchise from the State of Texas to offer video services in Lewisville. Cable service is governed by the Federal Communications Commission. The city does not control cable rates or channel selection, but does enforce some basic customer service standards.
There also are multiple satellite television options available to Lewisville residents. Those are not regulated in any way by the city.

CHARTER
The City of Lewisville operates under a Home Rule Charter that was approved by voters in 1963. The Charter provides for the Council-Manager form of government and enumerates the powers and duties of the City Council and city departments. The Charter was last amended by the voters in 2004.

CITY ATTORNEY
The City Attorney provides legal advice to the City Council as well as to various city departments. The City Attorney also prosecutes all actions in Municipal Court, prepares resolutions and ordinances for Council consideration, and represents the city in lawsuits brought by or against the city.

CITY COUNCIL
The City Council is the legislative and governing body of the city and consists of a mayor and five council members. Members are elected from the city at large and serve three-year terms of office. In 2009, mayor and place 2 are up for election; in 2010, places 4 and 5 are up for election; and in 2011, places 1 and 3 are up for election.
Regular City Council meetings are held the 1st and 3rd Monday of the month at 7 p.m. in the Council Chambers located in Lewisville City Hall, 151 W. Church. Broadcasts of the meetings are shown on City Cable LVTV at 10 p.m. on Monday, Wednesday and Friday, 7 a.m. on Tuesday and Thursday, and 11 p.m. on Saturday and Sunday. CITY HALL
Lewisville City Hall is located at 151 W. Church Street in the heart of Old Town Lewisville. Opened in September 2003, the facility houses the City Manager’s Office, City Secretary’s Office, Human Resources, Utility Billing, Finance, and Community Development. The Lewisville City Council and Planning & Zoning Commission hold regular meetings in the City Hall Council Chambers.

CONSERVATION
The City’s Conservation Plan was developed to identify strategies to control water consumption, promote efficient water use, reduce wasting of water, increase water reuse, and prevent water pollution. The plan addresses both short-term emergency situations and long-term water conservation with procedures for voluntary and mandatory actions to be put into effect to temporarily reduce the demand placed upon the City’s water system. The City of Lewisville encourages all members of the community to voluntarily conserve water throughout the year. Employing water conservation practices will result in adequate water resources for public health, safety and the welfare of the whole community.
CONVENTION & VISITORS BUREAU
With more than 20 hotels and more than 2,400 hotel rooms, Lewisville welcomes thousands of visitors and tourists every year. The Lewisville Convention and Visitors Bureau coordinates the city's tourism marketing efforts and operates the Visitor Information Center. ELECTRICITY PROVIDERS
Electric deregulation began in Texas Jan. 1, 2002 as a result of Texas Senate Bill 7. Electric deregulation allows residential and business customers to select from a variety of companies called “Retail Energy Providers” (REPs) for their electricity. Current customers of Texas-New Mexico Power may switch to a new REP. Customers of Co-Serv will not be able to switch at this time, as Co-Serv has not opted-in to participate in deregulation. The City offers free graffiti removal for Lewisville residents and businesses. Calling the Police Department at the non-emergency number 972-219-3600 or by contacting the Code Enforcement Department at 972-219-3480 starts the process. Second, a waiver must be signed giving the city or its contractors permission to come onto the property to remove the graffiti.
HEALTH
The Health and Code Enforcement Division of Community Development is responsible for enforcement of city, state and federal laws in food establishments, daycare centers, schools and public swimming pools. LEWISVILLE LAKE
Lewisville Lake is a U.S. Army Corps of Engineers project that was started in the 1920s. A new dam was built in the mid-1950s to impound water from the Elm Fork of the Trinity River and the Hickory, Cottonwood and Stewarts creeks. The lake's primary purpose is flood control. The first publicly operated arts center in Southern Denton County, this 40,000-square-foot facilty at 100 N. Charles Street in Old Town Lewisville opens Jan. 14-16, 2011. The center features a 296-seat theatre, black box theater, dance recital hall, visual arts gallery and five art classrooms.

RECYCLING
Each household is provided with a free 64-gallon recycling cart from the City of Lewisville. Recycled materials will be picked up every other week. The City of Lewisville accepts aluminum and tin cans, glass containers, plastic containers, newspaper, phone books, cardboard, mixed office papers and magazines. Simply place the recycling cart at the same location where the garbage is regularly picked up. To request a recycling cart, obtain information about recycling, or report complaints about the recycling program, please call the City’s Environmental Programs Office at 972-219-3503 during regular weekday business hours, or call Waste Management directly at 972-315-5400.

SENIOR CENTER
The Lewisville Senior Center is part of the Memorial Park Complex and is located at 1950A S. Valley Parkway and Corporate Drive. The center is open to anyone over the age of 50 and their spouse regardless of age. The center's goal is to help senior adults live happier, healthier and more independent lives by providing quality recreational, educational and physical programs. SOLICITOR INFORMATION
Door-to-door solicitation: A permit is required. The permit fee is $40 for the first company representative and $10 for each additional person. Permits are valid for six months. All persons soliciting must keep their permit with them while soliciting.
Seasonal/Temporary Sales: For sales when private property is used. A permit is required. The permit cost is $40 and is good for 120 days from the date of issuance.
Handbills/Door Flyers/Circulars: No permit is required but anyone wanting to hang handbills or door flyers needs to obtain a copy of the ordinance regarding handbills and circulars from City Hall upstairs at the permit window.

SOLID WASTE SERVICES
Waste Management of Texas provides solid waste services within the city through a franchise agreement for residential and commercial trash service. New residents are set up for trash and recycling services when they establish their water account with the city. Charges for trash and recycling services are included on the monthly water bill. Residential customers receive twice weekly trash collection based on a schedule determined by Waste Management. Contact Waste Management at 972-315-5400 to determine the schedule in your area or to report missed collections.
Waste Management collects brush, yard waste and tree trimmings along with regular household trash. All brush must be cut into four-foot lengths and bundled. Collection of appliances and other bulky items must be arranged separately by contacting Waste Management at 972-315-5400.

STORM WATER MANAGEMENT
Storm water can become an environmental concern when it collects contaminants as it flows over land as rainfall runoff, snowmelt runoff, surface runoff and drainage. Storm water is then transported through municipal separate storm sewer systems, where it ultimately enters local rivers and streams. Contaminants such as sediment, toxins and nutrients can degrade water quality and the health of surrounding plants and animals. To reduce pollutants that reach our water sources, the City of Lewisville has developed a plan to meet state and federal regulations. TEEN COURT
Teen Court is a voluntary judicial program which allows Class C misdemeanor offenders to “pay” for their citation through community service and jury duty. Defendants are sentenced to community service and jury duty by a jury of their peers. If successfully completed, the offense is dismissed from the offender’s record. Drinking water within the City of Lewisville is provided through the City’s Water Treatment facility and Dallas Water Utilities. The City of Lewisville’s drinking water has maintained its rating of “Superior Public Water Supply,” the highest rating given by the Texas Commission on Environmental Quality by meeting and exceeding state and federal standards. Water is purified by removing unsafe contaminants through a series of purification steps. Clean, high quality drinking is then pumped to the water system to meet daily needs.
