CITY MANAGER’S WEEKLY UPDATE Budget Public Hearing Set for Aug. 29 Lewisville City Council will hold a public hearing on the upcoming budget for the 2011-12 fiscal year on Monday, Aug. 29, starting at 6 p.m. at the Lewisville City Hall Council Chambers, 151 W. Church Street. The proposed budget calls for a property tax rate of 0.44021, which is unchanged from the current year, and a 0.65 percent increase in the water rate that would result in an average water bill increase of 18 cents per month. Nov. 8 Election Called to Decide on Fire, Crime Control Districts Lewisville voters will be asked to go to the polls on Tuesday, Nov, 8, to determine the future of two proposed public safety districts and eighth-cent sales taxes to fund them. The temporary boards of directors for the proposed Crime Control and Prevention District and Fire Control, Prevention and Emergency District met last week and ordered a special election for Nov. 8. The ballot in that election will ask voters to consider the adoption of a one-eighth penny sales tax for each district. The districts and accompanying sales tax would be approved for five years, and could be extended by voters at that time for as much as 20 years. “With the passage of this additional sales tax, we will be able to make a major investment in the enhancement of our public safety departments,” said Assistant City Manager Donna Barron. “A one-eighth penny sales tax for each district is estimated to generate $2.3 million annually for the Crime Control District and another $2.3 million for the Fire Control District.” Lewisville currently has a total sales tax rate of 8 percent, including 6.25 cents for the state, a half-cent for Denton County Transportation Authority and a quarter-cent for parks. If approved, the two new districts would raise the total rate to 8.25 percent, the same as is currently assessed in most comparable North Texas cities. The temporary board of the two districts considered a number of public safety programs, developing a detailed plan for both agencies. While state law only requires the board to adopt a plan for the first two years’ worth of projects, the board instead considered a complete five-year plan. Board Chairman Steve Griffin said he “feels fortunate to have had this opportunity to review the inner workings of the fire and police departments and to help decide where this sales tax money can be best spent to make Lewisville one of the safest cities in the Dallas-Fort Worth metropolitan area.” The same members serve on both the Temporary Crime Control Board and the Temporary Fire Control Board. In addition to Griffin, members include residents Alvin Turner, Mike Pedigo, Jeff Pelletier, Mark Payne, Ken Judkins and Avie Raburn. Permanent boards to oversee each district will be appointed by City Council if the election passes. If the sales tax election is passed in November, a number of public safety improvements will be made in the first two years to include adding 10 patrol officers; expanding the Special Operations Unit, Street Crimes Unit and Narcotics Unit; adding staff personnel to create a tactical dispatch program; and improving supervision and control of the city jail. Neighborhood enhancement also will be a focus with the addition of code enforcement officers and building inspectors. “The appearance of neighborhoods can have a major impact on the crime rate,” said Police Chief Russ Kerbow. “Under this ‘broken window’ concept, declining neighborhoods where properties are not kept in compliance with basic codes – such as high grass and weeds – tend to have increased criminal activity.” On the Fire Department side, a fifth front-line ambulance will be added and housed at Fire Station 6, 2120 Midway Road, along with additional paramedics needed to operate the ambulance. Other improvements after the first two years of the plan include a second ladder truck, expansion of Fire Station 6 to accommodate the second ladder truck, and the addition of Fire Station 8 on the city’s east side along with 18 firefighters to operate the new station. “The addition of fire stations and personnel is based on call volume and property build-out. The east side of our city has seen high levels of growth and will continue to do so. The addition of equipment, personnel and a station on the east side will help keep our citywide response times at the high level of service our residents have come to expect,” said Fire Chief Rick Lasky. Early voting will be held jointly with Denton County at the Lewisville Municipal Annex, 1197 W. Main Street, or Denton County Elections Office, 401 W. Hickory, Suite 125, in Denton. Early voting schedule will be: Oct. 24-29, 8 a.m.-5 p.m.; Oct. 31-Nov. 2, 8 a.m.-5 p.m.; and Nov. 3-4, 7 a.m.-7 p.m. Election Day voting will be held at five locations in Lewisville based on voter precinct. Hours will be from 7 a.m. to 7 p.m. Tuesday, Nov. 8. Texas Smooth Groove Tour to Make a Stop at MCL Grand Texas Smooth Groove Tour will visit Lewisville on Friday, Sept. 2, for an evening of elegance and smooth jazz at the Medical Center of Lewisville Grand Theater. Featured performers are Tom Braxton, Fingerprints, and Mark Harper. The show will be hosted by Lynn Briggs, formerly of the Oasis. The show will start at 7 p.m. in the Performance Hall of the MCL Grand, 100 N. Charles Street. Tickets are $25 general admission and $20 for college students with current school ID. A special VIP package is available for $40 and includes preferred parking and seating, backstage passes to meet the performers, a gift bag, and a CD of the artists. Sounds of Lewisville” Books Three Bands for Fall Series The popular “Sounds of Lewisville” concert series, a free family favorite since 1991, will present three bands during October in the courtyard of the Medical Center of Lewisville Grand Theater, 100 N. Charles Street in the heart of historic Old Town Lewisville. Shows are Bodie Powell on Oct. 4, Spector’s Gun Collection on Oct. 11, and Naked Lunch on Oct. 18. All three concerts start at 7 p.m. Powell is a former winner of the Sounds “People’s Choice” award. Food and beverages are now available for purchase at the event through the MCL Grand concessionaire. Outside beverages are prohibited at the concert series due to a new TABC license covering alcohol beverages at the MCL Grand. Beverages must be purchased from the on-site concessionaire. Attendees are encouraged to bring blankets and lawn chairs for their comfort. Well-behaved pets on a leash are allowed at the shows. KLB Seeking Volunteers for Annual Trinity Trash Bash Volunteers are being sought to help clean local waterways and lakefront during the annual Trinity Trash Bash, being coordinated locally by Keep Lewisville Beautiful in cooperation with the City of Lewisville, Lewisville Lake Environmental Learning Area (LLELA) and Kayak Power. The cleanup in Lewisville will be part of a regional effort involving more than 30 North Texas groups. It will be held Saturday, Sept. 17, 8-11 a.m. starting at the Residential Convenience Center, 330 W. Jones. Volunteer opportunities include shoreline cleanups, creek cleanups, and a guided kayak cleanup of the Elm Fork of the Trinity River as it winds through Lewisville. Both individual volunteers and groups are welcome. Volunteers will be assigned locations and supplies to clean on the day of the event. Kayak space is limited and reserved for volunteers 14 and older. All cleanup materials will be provided by KLB. Shirts, door prizes and goodie bags will be given away to volunteers after the cleanup. Volunteers should wear long sleeves, long pants, and sturdy athletic or hiking shoes. Photography Exhibit to Feature Beauty of Nature, Footwear “A Walk on the Wild Side: Flora, Fauna and Fabulous Footwear,” an exhibition of nature photography by Lynne Richards and photos of striking shoes in unexpected places by Owen Richards, will be on display in the Gallery at MCL Grand through Sept. 17. The show is a celebration of the whimsical and the wonderful, as embodied in the simple beauty of the natural world and by the fanciful world of ladies' fashion – particularly footwear. It is a study in contrasts and surprises and delights for the eye. The gallery is located inside the Medical Center of Lewisville Grand Theater, 100 N. Owen Richards’ journey in photography began with a science project in 9th grade. He continued working in his craft throughout his school years and during his service with the United States Marines Corps. Mr. Richards studied photography with Hansen Williams and John Selingo at El Camino College in Gardena, California. Photography has provided both a source of income and a method of self-expression throughout his career. Mr. Richards has been able to remain ahead of trends and continue to produce vital, contemporary work desirable to his high-profile clientele. He has provided photographs for such prestigious corporations as American Airlines, Peterbilt, ConAgra Foods and Hewlett-Packard. Lynne Richards was raised in what one might call an “outdoor” family, spending many weekends camping, biking and hiking in local campgrounds and state and national parks in the United States and Canada. Her mother was an educator and a nature-lover, and instilled in her children a healthy respect for the environment and its conservation. Over the years, Mrs. Richards has continued to develop her craft, culminating in a Master of Fine Arts degree in Photography. An artist and teacher, she describes the photographic artform as a vital tool for interpretation of life, surroundings and circumstances through common visual experiences.
