CITY MANAGER’S WEEKLY UPDATE Police Department Earns Prestigious “Recognized” Status On Feb. 8, the Lewisville Police Department received word that it has become the 28th police agency in the State of Texas to achieve “recognition status” in the Texas Police Chief’s Association’s Best Practices Recognition Program. The Law Enforcement Recognition Program is a voluntary process through which a police agency in Texas can prove its compliance with more than 160 Texas Law Enforcement Best Practices. These Best Practices were carefully developed by Texas law enforcement professionals to assist agencies in the efficient and effective delivery of service and the protection of an individual’s rights under the U.S. Constitution. Being “Recognized” means Lewisville Police Department meets or exceeds all of the identified “Best Practices” standards for Texas agencies. These “Best Practices” cover aspects of law enforcement operation such as use of force, protection of citizen rights, pursuits, property and evidence management, and patrol and investigative operations. While being “Recognized” does not guarantee an agency will not make a mistake, it does ensure that the agency has studied these critical issues, has developed policy and procedures to address them and has systems in place to identify and correct problems. The Texas Police Chiefs Association Foundation developed the Recognition Program to assist Texas agencies in meeting their professional obligations to the people of Texas. An appointed committee of professional police chiefs from across the state developed the Best Practices for Texas Law Enforcement. This Committee now conducts the final review of an agency’s efforts and awards “Recognized” status. Representatives from the Texas Police Chiefs Association Foundation Recognition Committee will make a formal presentation to the department at the March 15 Lewisville City Council meeting at 7 p.m. at City Hall, 151 W. Church Street. Citizen’s Fire Academy Accepting Applications The Lewisville Citizen’s Fire Academy, the closest civilians can come to being a firefighter short of joining the department, is accepting applications for its 2009 class. The free 10-week program runs from March 2 through April 27 and will include instruction and training experiences in the classroom and in the field. The academy, which is open to Lewisville residents age 21 and older, is designed for people who have a genuine interest in fire department operations and fire and life safety awareness. Classes meet every Tuesday evening, 7-9 p.m., and once on a Saturday. All sessions are taught by fire department personnel. Teen Court Volunteer Training Session March 27 The Lewisville-Flower Mound Teen Court will hold a volunteer training session for youth Saturday, March 27, at the Lewisville Municipal Annex, 1197 West Main Street. Training begins at 9 a.m. and ends approximately 3 p.m. Lunch will be provided along with door prizes for attendance and participation. Youth ages 13 through 17 or still in high school are eligible to volunteer as attorneys, bailiffs, judges, jurors or check-in clerks. Teen Court is an alternative, voluntary program that offers young offenders an opportunity to make restitution for an offense in lieu of a fine. They are court ordered to perform community service hours at a non-profit agency, as well as serving as a juror on a jury. Instead of paying a fine for the offense, successful completion of the court order dismisses the case off their record. By bringing the youth offender before a jury of their peers, the program seeks to prevent unlawful behavior in the future while educating the offender and volunteer about the judicial system. The entire Teen Court process involves all teenagers, except for an adult judge and a few adult volunteers. Corridor Development Plan Takes First Steps Lewisville City Council recently hired Parsons Brinckerhoff Americas, Inc. to help devise an economic development plan for the I-35E corridor that will be affected by the interstate’s massive expansion project. The Corridor Development Plan will focus not only on recapturing lost tax revenue, but increasing the future revenue to its highest potential. It will be used to assist the existing property owners in the transition from highway construction to redevelopment to its highest and best use. The two-year planning process will include nine phases and various meetings for public input. Funds were appropriated for phases 1 through 6 in the city’s 2009-2010 budget, with phases 7-9 to be funded in the next budget cycle. Texas Warrant Round-Up Set for March 12 The Fourth Annual Great Texas Warrant Round-Up is scheduled to take place on Friday, March 12. Lewisville Police Department, along with numerous counties, justices of the peace and municipalities of all sizes will participate in the round-up this year. The round-up is designed to target thousands of defendants with traffic, parking, city ordinance, penal code, and higher charge warrants from more than 250 participating jurisdictions. Officers will be out in full force, attempting to contact wanted persons at their homes and at their places of business. Grant, Funding Programs Timeline Announced The City of Lewisville announces availability of funding from the Community Development Block Grant and City Social Service Agency Fund programs. The 2010 Request for Proposals (RFP) for Social Service funding is available as of Tuesday, Feb. 16. The combined funding available for social services is estimated at $260,561 pending federal notification of awards and City Council budget approval. Funds are available for a one-year grant cycle beginning Oct. 1. Tuesday, 2/16/10: RFP Release Date Thursday, 2/25/10: Pre-application Conference Monday, 3/1/10: Pre-application Conference Tuesday, 3/16/10: APPLICATIONS DUE, by noon Saturday, 3/27/10: Agency Presentations A list of priority service categories is included in the 2010 RFP for Social Services. This Notice of Funding Available (NOFA) and the associated RFP are for social services funding only. Funding for Housing and Community Development projects (bricks and mortar) will be made available in a separate RFP to be released on March 23. Election Locations for May 8 Vote Announced Filing for a place on the ballot for the next Lewisville general election runs through Monday, March 8. Election Day is Saturday, May 8. On the ballot for this year’s election is Councilmember Place 4, currently held by John Gorena, and Councilmember Place 5, currently held by Deputy Mayor Pro Tem Rudy Durham. Candidate packets are available on the city’s website, www.cityoflewisville.com. Election Day voting will be held from 7 a.m. to 7 p.m. Saturday, May 8, at four locations: • Lewisville City Hall, 151 W. Church St., for Denton County Election Precincts 113, 114, 138, 224 and 309 • Lewisville Municipal Annex, 1197 W. Main St., for Denton County Election Precincts 300, 308, 310, 311 and 324 • Memorial Park Recreation Center, 1950B S. Valley Parkway, for Denton County Election Precincts 301, 305, 312, 315, 318, 319 and 321; Dallas County Election Precincts 4705, 4707, 4708 and 4709 • Camey Elementary, 4949 Arbor Glen, The Colony, for Denton County Election Precinct 221 Early voting will take place at the Lewisville Municipal Annex from April 26-30, 8 a.m. to 5 p.m., and May 3-4 from 7 a.m. to 7 p.m. Citizens are encouraged to bring their voter registration cards with them to the polling location. NBA All Star Events Division Chief Terry McGrath and his K9 Partner Retha, assisted the Dallas and Arlington Bomb Squads, providing protective sweeps during the NBA All Star events. Sweeps were conducted at the Dallas Convention Center, American Airlines Center and Cowboys Stadium. Emergency Preparedness Merit Badge Event March 6 Boy Scouts can earn the Emergency Preparedness Merit Badge at a fun-filled and active day at Lewisville’s Central Fire Station on Saturday, March 6, from 8 a.m. to 3:30 p.m. Scouts will work their way through the many requirements with the city’s emergency manager. Those who attend will see the Lewisville Fire Department Life and Fire Safety group present life-saving techniques. Attendees will also get to participate in an emergency service project and will act as victims and responders. There will also be time for one-on-one consultation to sign blue cards and talk with scouts about other requirements they may have completed. The class will cover all requirements except 8 and 9. Tax Assistance Available at the Senior Center Free tax assistance will take place each Monday through April 12, from 9 a.m. to 6 p.m., at the Lewisville Senior Center, 1950 A S. Valley Parkway. This free tax help from the AARP is open to individuals (no businesses) 50 years and older. To make a reservation, call 972.219.5050. Phone in registration can be done one week in advance starting at 8:30 a.m. Panda Cup Soccer Showcase Schedules Four College matches Four collegiate women’s soccer teams will be featured during the 2010 Panda Cup International Soccer Tournament to be held next month in Lewisville. A total of four college matchups will be played on Saturday, March 27, the opening day of the two-day Panda Cup event. Starting at 10 a.m. at the new Railroad Park athletic complex, University of Tulsa will play University of Incarnate Word while Oklahoma State University plays Stephen F. Austin State University. The teams will shuffle the field later in the day at Max Goldsmith Stadium, home of the Lewisville High School Fighting Farmers. Tulsa and Stephen F. Austin will meet at 6 p.m., followed by Oklahoma State versus Incarnate Word at 8 p.m. All four teams will participate in special programs with local youth athletes during the afternoon. Oklahoma State will be part of the Scottish Rite Children’s Hospital “DFW Tornados Panda Festival” at 1 p.m. at Railroad Park. The other three teams will be part of the Special Olympics Mini Clinic at 2 p.m. at Goldsmith Stadium. A schedule of Elite Youth games at both facilities on March 27-28, as well as other activities, will be announced later. Panda Cup is an international soccer showcase based in North Texas. It will make its home at the new Railroad Park athletic complex in Lewisville for the next three years under an agreement with Lewisville Convention & Visitors Bureau and Lewisville Parks & Leisure Services. The showcase, produced by Zen Sports, will be held in March and April of 2010-2012. Panda Cup is an international soccer event started in 2006 that features professional, collegiate and competitive female soccer teams plus youth competition for boys and girls teams ages 5 to 19.
