Lewisville City Hall

In 2003, the City of Lewisville made a long term commitment to Old Town revitalization through the construction of a new 13 million dollar City Hall. The building is designed to complement historic commercial architecture in the area and typical of the early 1900s.

Main Street Roadway Improvement Project
In 2004, the Texas Department of Transportation completed work on a 21 million dollar road improvement project along Main Street from Interstate Highway 35 to State Highway Business 121. The project alleviated many of the traffic congestion problems that plagued Old Town Lewisville by creating a one-way couplet through Old Town. Main Street from Herod Street to Railroad Street was made one-way eastbound. Westbound traffic was diverted to Church Street, thereby increasing the safety and efficiency of vehicular and pedestrian traffic throughout the Old Town Center District.

Streetscape Project
In 2003, the City of Lewisville completed a $950,000 project to rebuild sidewalks, add landscaping, lighting and pedestrian amenities along Main Street between Charles and Mill Streets. The concept of making a street more attractive and accessible through improvements along a street’s public right of way is called streetscaping. The project added dozens of new parking spaces, transformed deteriorated sidewalks, as well as the enhancement and beautification of the area.

An interesting feature of the project was the conversion of north and south Poydras Street into two pedestrian plazas. Eventually, the City anticipates that additional space behind buildings will be available for parking that will allow shoppers to park and walk through the plazas for access Main Street. The plazas will also provide shoppers with attractive resting areas in addition to staging for events.

Building Rehabilitations
Through the Historic Preservation Grant Program and a previous grant program, eight privately owned Old Town buildings have been rehabilitated, and more are currently being rehabilitated. The grant provides matching funds for the rehabilitation of historic structures within the Old Town Center District.

Wayfinding

Wayfinding is a relatively new concept in signage. Rather than have various public agencies, organizations, and businesses create and install signage to direct citizens to where they need to go, wayfinding consolidates the process and provides an attractive and functional signage system that communicates more than just “where am I going.”

Lewisville selected Babendure Design Group of Dallas after a public Request for Proposals process for wayfinding consultation services. A Wayfinding Committee was formed to advise City Council with regard to the final wayfinding plan.

The Wayfinding Committee set out several goals which guided the design phase of the wayfinding process. These included the following:
1.) Create a functional signage system that enables visitors to find Old Town and destinations therein
2.) Work with TXDOT to create signage that lures motorists off State Highways and into Old Town
3.) Use the proposed signs as an outdoor marketing campaign which markets and promotes Old Town through a defined theme/image unique to Old Town. Accomplish this through the following:
a. Reinforce the historic character and agricultural heritage of the downtown area
b. Create a modern feel with vivid colors and innovative designs
c. Utilize the black decorative pole design first introduced in the new traffic signal poles and streetscape light poles
d. Draw on the red brick theme found at City Hall and the Streetscape design where possible

The Wayfinding Plan is currently being implemented, although complete implementation is not expected until 2008.
